New Delhi: REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, has handed over Luhri Power Transmission Limited, the project-specific Special Purpose Vehicle (SPV), to successful bidder Terralight Solar Energy Tinwari Private Limited.
The SPV was handed over on 21 August 2026 as part of the development of an inter-state transmission project for the evacuation of power from the Sunni Dam Hydroelectric Power Project (HEP) and Luhri Stage-I HEP in Himachal Pradesh.
RECPDCL Hands Over SPV to Successful Bidder
Terralight Solar Energy Tinwari Private Limited emerged as the successful bidder through the Tariff-Based Competitive Bidding (TBCB) process conducted by RECPDCL in its capacity as the Bid Process Coordinator (BPC). The transmission project will be developed on a Build, Own, Operate and Transfer (BOOT) basis.
The SPV was formally handed over by Mr. Rajkumar Sonkar, HoD (CS), RECPDCL, to Mr. Nitin Mahajan, General Manager (Bidding), Terralight Solar Energy Tinwari Private Limited.
The handover ceremony was attended by:

- Senior officials from RECPDCL
- Representatives of Terralight Solar Energy Tinwari Private Limited
- Officials from Central Transmission Utility of India Limited

₹839.55 Crore Transmission Project in Himachal Pradesh
The transmission project has an estimated cost of ₹839.55 crore and is being developed to facilitate the evacuation of power generated by the Sunni Dam HEP and Luhri Stage-I HEP.
The project broadly includes the establishment of a 400/220 kV GIS Nange Pooling Station in Himachal Pradesh.
The major components include:
- 400/220 kV GIS Nange Pooling Station
- 400 kV Nange Pooling Station to Koldam double-circuit transmission line
- Approximately 50 km of 400 kV transmission line
- Other associated transmission works
The project is scheduled to be commissioned by 15 October 2029, in line with the generation schedule of the Sunni Dam HEP and Luhri Stage-I HEP.
Project to Strengthen Power Evacuation Infrastructure
The transmission system is being developed to support the evacuation and transmission of electricity generated from the hydroelectric projects. The project will strengthen the transmission infrastructure required to integrate the upcoming hydro generation capacity with the wider inter-state transmission network.
The development of the transmission system is also expected to support reliable power evacuation from the hydro projects once they become operational.
Project Awarded Through Tariff-Based Competitive Bidding
RECPDCL conducted the competitive bidding process for the transmission project in its capacity as the Bid Process Coordinator.
Terralight Solar Energy Tinwari Private Limited emerged as the successful bidder under the TBCB process and will undertake the project through the dedicated SPV.
The BOOT structure provides the framework for the development, ownership, operation and eventual transfer of the transmission assets as specified under the project arrangements.
