JALAUN: Uttar Pradesh-cadre IAS officer Rinkoo Singh Rahee (IAS:2023), currently serving as Joint Magistrate in Jalaun, has expressed apprehension of a life-threatening attack and written to the Governor seeking adequate security for himself and his family.
In his letter, Rahee reportedly referred to the 2009 murderous attack in Muzaffarnagar, in which he had sustained multiple gunshot wounds, and expressed concern that a similar incident could happen again if adequate security is not provided.
The officer has also alleged that his security concerns have restricted his movement and affected his lifestyle. He further alleged that when he approached the Orai Kotwali police station with a written complaint regarding the matter, the police allegedly refused to accept it.
Following the complaint, the Governor’s Secretariat directed the Chief Secretary and the Director General of Police (DGP) to look into the matter and ensure adequate security arrangements for Rahee and his family.
Rahee Recalls 2009 Attack
The latest security concern has a direct connection with an incident that took place more than a decade ago.
In 2009, while working in the Social Welfare Department, Rahee had reportedly exposed a multi-crore-rupee scam. Subsequently, he was attacked and sustained several gunshot injuries.
The attack left him with a fractured jaw and permanent loss of vision in one eye.
The case later proceeded through the courts, and in 2021, four persons were sentenced to 10 years’ imprisonment each in connection with the attack.
Rahee has now referred to that earlier incident while expressing apprehension that his life could again be in danger.

Allegation of Police Refusing Complaint
In his communication to the Governor, Rahee also raised concerns over the alleged refusal of the Orai Kotwali police station to accept his written complaint.
According to the complaint, he had approached SHO Anand Kumar Singh in connection with his security concerns, but alleged that the officer declined to receive the complaint.
Rahee has sought an inquiry into the conduct of the police officer and appropriate action, arguing that the matter requires attention to prevent any untoward incident.
The allegations are now part of the inquiry ordered following his representation to the Governor.
Governor’s Secretariat Seeks Action
After receiving Rahee’s representation, the Special Secretary to the Governor wrote to the DGP and the Chief Secretary regarding the matter.
The communication directed the authorities to examine the issues raised by the IAS officer and make appropriate security arrangements.
Instructions have also been issued regarding the security of Rahee’s family.
The development places the officer’s security concerns before the state’s top administrative and police leadership, with the authorities now required to examine both his allegations regarding the police station and his request for protection.
From Whistleblower to IAS Officer
Rahee’s professional journey has been marked by his earlier role in exposing alleged financial irregularities.
His 2009 experience, when he was working in the Social Welfare Department, became one of the defining episodes of his career after he reportedly faced an armed attack following his efforts to expose the alleged scam.
Years later, he entered the Indian Administrative Service and joined the 2023 batch of the Uttar Pradesh cadre.
He is currently posted as Joint Magistrate in Jalaun, where he continues to serve in the state administration.
The latest representation to the Governor has once again brought his earlier experience into focus, this time in the context of his present security concerns.
The Governor’s Secretariat’s directions to the Chief Secretary and DGP are expected to lead to an examination of the allegations and assessment of the security arrangements available to the officer and his family.
