New Delhi: Sachin Verma, an Indian Railway Service of Engineers (IRSE) officer of the 2003 batch, selected through the 2002 examination, has been empanelled for holding the post of Joint Secretary or equivalent at the Centre.
The empanelment makes Verma eligible for consideration for appointment to Joint Secretary-level or equivalent positions in the Central government, subject to the prescribed selection process and other applicable requirements.
The development comes alongside another personnel decision involving Navneet Kaur, a 2008-batch Indian Information Service (IInfoS) officer, who has been prematurely repatriated to her parent cadre to avail the benefit of promotion.
Sachin Verma Gets Joint Secretary Empanelment
Sachin Verma belongs to the 2003 batch of the Indian Railway Service of Engineers and was selected through the 2002 examination.
With his empanelment, Verma has been included among officers eligible for consideration for appointments to Joint Secretary-level posts or equivalent positions at the Centre.
Empanelment, however, does not by itself constitute an appointment to a particular post. Officers empanelled at this level are considered for suitable positions through the prescribed government process, based on the requirements and eligibility conditions applicable to individual posts.
Verma’s empanelment therefore makes him eligible for consideration for future Central deputation assignments at the Joint Secretary level.
Navneet Kaur Repatriated From Capacity Building Commission
In a separate development, Navneet Kaur, an IInfoS officer of the 2008 batch, has been prematurely repatriated to her parent cadre.
Kaur is currently serving as Director in the Capacity Building Commission. The Department of Personnel and Training (DoPT), through an order issued on September 22, 2026, approved the proposal for her premature repatriation for the purpose of availing promotion benefits in her parent cadre.
Kaur had been serving in the Capacity Building Commission since August 2024.
Repatriation Before Completion of Five-Year Tenure
Kaur was originally appointed as Director in the Capacity Building Commission for a five-year tenure.
However, she will return to her parent cadre before completing the sanctioned tenure so that she can avail the benefits of promotion there.
The DoPT order states that the competent authority has approved the proposal for her premature repatriation to the parent cadre for the purpose of availing promotion benefits.
Her repatriation consequently brings her Central deputation in the Capacity Building Commission to an early end.
Two Personnel Decisions
The two developments involve officers from different services and relate to separate stages of their careers.
Sachin Verma’s empanelment places him in the pool of officers eligible for consideration for Joint Secretary-level or equivalent positions at the Centre.
Navneet Kaur, meanwhile, is returning to her parent cadre from the Capacity Building Commission ahead of the completion of her five-year tenure to facilitate her promotion.
Both developments were reflected in personnel decisions issued through the Central government’s administrative process on September 22, 2026.
