Mangaluru: The Karnataka government has carried out a fresh reshuffle of IPS officers, appointing Sam Varghese as Deputy Commissioner of Police (Law and Order), Mangaluru City.
Varghese, who was serving as Superintendent of Police with the Criminal Investigation Department (CID), Bengaluru, has been transferred to the Mangaluru City post with immediate effect.
The DCP (Law and Order) position became vacant after Mithun HN was transferred from Mangaluru and posted as Superintendent of Police, Gadag.
Other Key Changes in the Reshuffle
The latest postings also include changes in Bengaluru and the CID:
- Anita Bhimappa Haddannavar, formerly DCP, South West, Bengaluru, has been posted as SP, CID, Bengaluru, replacing Varghese.
- Ram L Arasiddi, who was awaiting posting following his transfer from Koppal, has been appointed DCP, Intelligence, Bengaluru City.
- Lakshmi Ganesh K, also awaiting posting, has been appointed DCP, South West, Bengaluru, replacing Haddannavar.

Varghese Moves From CID to Mangaluru
Varghese’s transfer brings a change in leadership for the law-and-order wing of Mangaluru City Police. His previous assignment was with the CID in Bengaluru, where he held the rank of SP.
The reshuffle comes as the Karnataka Police continues to realign senior officers across key operational and investigative positions.
Background on Sam Varghese
Sam Varghese is a 2022-batch Indian Police Service officer of the Karnataka cadre and a direct-recruit IPS officer. He joined the service in August 2022. According to the official IPS Civil List, he holds a B.Com (Honours) degree and is from Kerala.
His early field posting was as Assistant Superintendent of Police (ASP), Channagiri Sub-Division, before moving into subsequent Karnataka Police assignments.
Before the latest reshuffle, Varghese was serving as Superintendent of Police, Criminal Investigation Department (CID), Bengaluru. He has now been transferred from the CID and appointed Deputy Commissioner of Police (Law & Order), Mangaluru City, with immediate effect.
The latest Karnataka government reshuffle involves four IPS officers. Anita Bhimappa Haddannavar, earlier DCP South West, Bengaluru, has been posted as SP, CID, replacing Varghese.
