Itanagar/Srinagar: In a significant bureaucratic reshuffle, the Arunachal Pradesh Government has assigned senior IAS officer Saugat Biswas additional charge as Divisional Commissioner (Central), further expanding the responsibilities of the experienced AGMUT cadre officer who has served in several strategic administrative positions across Jammu & Kashmir, Ladakh, and Arunachal Pradesh.

Mr Biswas, a 2006-batch IAS officer of the AGMUT cadre, currently serves as Commissioner (Transport), Arunachal Pradesh, and is also holding the additional charge of Commissioner (Law). Under the latest orders issued by the state government, he will continue to oversee these departments while simultaneously taking charge of the Central Division as Divisional Commissioner.

The appointment is part of a broader administrative restructuring aimed at strengthening governance and coordination across key sectors in the northeastern state.

Officer with Extensive Experience Across Challenging Regions

Originally belonging to the erstwhile Jammu & Kashmir cadre before the cadre reorganization following the bifurcation of the former state, Biswas has built a reputation as an administrator capable of handling complex assignments in geographically and strategically sensitive regions.

During his career spanning nearly two decades, he has served in multiple high-profile positions across Jammu & Kashmir and Ladakh, contributing significantly to governance, infrastructure development, healthcare management, transport administration, and digital governance.

His notable assignments include:

  • Deputy Commissioner, Anantnag
  • Managing Director, J&K Medical Supplies Corporation Limited (JKMSCL)
  • Transport Commissioner, Jammu & Kashmir
  • Secretary, Information Technology Department
  • Divisional Commissioner, Ladakh

These assignments exposed him to a broad spectrum of administrative challenges ranging from public service delivery and healthcare logistics to infrastructure development and regional planning.

Played Key Role in Building Administrative Framework of Ladakh

One of the most significant milestones in Biswas’s career came in 2019 when he was appointed the first Divisional Commissioner of Ladakh after the region was carved out as a separate administrative division and subsequently became a Union Territory.

His tenure in Ladakh lasted for approximately four-and-a-half years, making it one of his longest continuous assignments.

As the inaugural Divisional Commissioner, Biswas was tasked with establishing the administrative architecture of the newly formed Union Territory. During this period, he worked on governance reforms, institutional development, infrastructure expansion, and long-term planning initiatives aimed at ensuring sustainable growth in the high-altitude region.

Officials familiar with his work credit him with helping lay the groundwork for Ladakh’s future development strategy, including efforts related to economic diversification, tourism, infrastructure, and public service delivery.

Current Responsibilities in Arunachal Pradesh

Before receiving the additional charge of Divisional Commissioner (Central), Biswas was already handling important portfolios within the Arunachal Pradesh Government.

As Commissioner (Transport), he oversees policies related to transportation infrastructure, road connectivity, and regulatory administration in a state where connectivity remains a crucial development challenge.

He is also serving as Commissioner (Law), a role that involves coordination on legal and legislative matters concerning the state administration.

With the new appointment, Biswas will now supervise administrative affairs of the Central Division while continuing to manage his existing responsibilities.

The move underscores the government’s confidence in his administrative capabilities and experience in handling multi-sector governance assignments.

Strong Academic Background

Born on January 2, 1975, Saugat Biswas possesses a diverse academic background that combines science, communication, and public policy.

His educational qualifications include:

  • B.Sc. in Zoology from Delhi University
  • M.A. in Mass Communication from Jamia Millia Islamia
  • Advanced academic exposure in public policy and governance

Known for his analytical approach and policy-oriented administrative style, Biswas is proficient in English, Hindi, and Bengali, enabling him to work effectively across diverse regions and administrative environments.

Known for Governance Reforms and Stakeholder Engagement

Throughout his career, Biswas has been associated with initiatives focused on governance reforms, transparency, public participation, and institutional strengthening.

Officials who have worked with him describe his administrative style as consultative and data-driven, with emphasis on:

  • Skill development and entrepreneurship promotion

During his tenure in Arunachal Pradesh, he has also handled portfolios related to industries, trade and commerce, and skill development, contributing to the state’s economic growth agenda.

The appointment comes at a time when Arunachal Pradesh is witnessing accelerated infrastructure development, growing connectivity projects, and increasing investments in sectors such as transportation, tourism, hydropower, and industry.

As Divisional Commissioner (Central), Biswas is expected to play an important role in coordinating developmental activities, monitoring implementation of government schemes, and strengthening administrative efficiency across the division.

His experience in managing governance challenges in Jammu & Kashmir, Ladakh, and Arunachal Pradesh is expected to be valuable in ensuring effective implementation of the state’s development priorities.
