Chandigarh: The Punjab Government has carried out a fresh administrative reshuffle, transferring and assigning new responsibilities to six Indian Administrative Service (IAS) officers in a move aimed at strengthening governance and improving coordination across key departments.
The orders, issued by the Department of Personnel, take immediate effect and involve officers handling important portfolios related to infrastructure, health, cooperatives, finance, information technology, employment generation, and prisons administration.
Manvesh Singh Sidhu Given Additional Charge of PIDB
Senior IAS officer Manvesh Singh Sidhu (2004 batch) has been entrusted with the additional responsibility of Managing Director, Punjab Infrastructure Development Board (PIDB).
Sidhu will continue to hold his existing positions as:
- Administrative Secretary, Labour
- Secretary, Revenue and Rehabilitation
- Commissioner, Roopnagar Division
The assignment places him at the helm of one of Punjab’s key infrastructure planning and development bodies while retaining his significant responsibilities in labour and revenue administration.
Girish Dayalan Shifted to Jails Department
IAS officer Dayalan (2011 batch) has been transferred and posted as Special Secretary, Jails.
Prior to this posting, Dayalan was handling multiple important assignments, including:
- Registrar, Cooperative Societies, Punjab
- Managing Director, Punjab State Cooperative Bank
- Managing Director, Punjab Infrastructure Development Board
- Managing Director, MARKFED
His transfer to the Jails Department is considered a significant administrative move given his extensive experience in cooperative and public-sector administration.
Sanyam Aggarwal Gets Key Cooperative Sector Responsibilities
IAS officer Sanyam Aggarwal (2012 batch) has been assigned additional responsibilities in the cooperative sector.
Currently serving as:
- Special Secretary, Health and Family Welfare
- Chief Executive Officer, State Health Agency
Mr Aggarwal will now additionally hold charge as:
Registrar, Cooperative Societies, Punjab
Managing Director, Punjab State Cooperative Bank
The appointments come as part of the redistribution of responsibilities previously held by Girish Dayalan.
Vishesh Sarangal Appointed Managing Director of MARKFED
IAS officer Vishesh Sarangal (2013 batch) has been given the additional charge of Managing Director, MARKFED, one of Punjab’s largest cooperative organizations.
He will continue in his present positions as:
- Special Secretary, Good Governance and Information Technology
- Director, Good Governance and Information Technology
- Chief Executive Officer, Punjab State e-Governance Society
The additional responsibility further expands his role in both governance reforms and cooperative sector management.
Sakshi Sawhney Assigned Health Department Role
IAS officer Sawhney (2014 batch) has been appointed Special Secretary, Health and Family Welfare.
She will continue to hold her current responsibilities as:
- Mission Director, National Health Mission (NHM), Punjab
- Chief Administrator, Punjab Urban Planning and Development Authority (PUDA)
The appointment is expected to strengthen coordination between the state’s health administration and ongoing public welfare initiatives.
Preeti Yadav Gets Additional Finance Portfolio
IAS officer Preeti Yadav (2014 batch) has been assigned the additional responsibility of Special Secretary, Expenditure, Finance Department.
She will continue serving as:
- Special Secretary, Employment Generation, Skill Development and Training
The move brings together responsibilities related to financial management and employment-oriented programmes under her administrative oversight.
Government Directs Immediate Assumption of Charge
The Punjab Government has instructed all officers concerned to assume their new responsibilities with immediate effect.
Departments have also been directed to make necessary internal arrangements to ensure smooth functioning of offices and uninterrupted disposal of official work arising from the transfers.
Officials said the reshuffle is part of the government’s ongoing efforts to strengthen administrative efficiency and improve service delivery across key sectors of governance.
With infrastructure development, healthcare, cooperative institutions, finance management, digital governance and correctional administration remaining priority areas, the latest postings are expected to enhance inter-departmental coordination and administrative effectiveness across the state.
