Patna: The Rural Development Department of Bihar has launched a centralized digital platform called the Centralized Grievance Redressal, Monitoring and Functional Supervision (CGRM) Portal to monitor all major welfare schemes, including the Pradhan Mantri Awas Yojana (PMAY), sanitation, self-employment, and rural employment programs.
The portal was officially launched at the Secretariat auditorium in Patna by Rural Development and Information & Public Relations Minister Shravan Kumar.
Objective: Transparent and Real-Time Monitoring of Rural Schemes
Speaking at the launch, Minister Shravan Kumar said the new system will ensure that rural beneficiaries receive timely and transparent access to government schemes.
He added that the digital platform will mark a “new chapter” in rural development by improving efficiency and reducing delays in service delivery.
The CGRM portal will also allow citizens to access scheme-related information and register grievances directly online, eliminating the need to visit multiple government offices.

Citizens Can Now File Complaints Online
One of the key features of the CGRM portal is its grievance redressal system, which enables rural residents to lodge complaints from their homes.
Previously, beneficiaries often had to visit different offices repeatedly to get information or resolve issues. The new system aims to remove these barriers and improve accessibility for rural populations.
Bihar’s Unique Rural Welfare Model Highlighted
The minister highlighted that Bihar is among the few states in India providing additional benefits under housing schemes.
He noted that the state offers support such as:
- Assistance for land purchase for landless families
- Repair of dilapidated houses built before 1996
- Additional housing support under the Chief Minister Housing Scheme for those left out of PMAY
He also stated that several states are now adopting models inspired by Bihar’s rural development initiatives.
CM Nitish Kumar’s Vision for Rural Development
Minister Shravan Kumar credited the progress of Bihar’s rural development to the vision of former Chief Minister Nitish Kumar, stating that his focus on welfare schemes has significantly improved the lives of rural poor.
He added that Nitish Kumar had set a goal to place Bihar among the top five developed states in India.
Key Rural Development Pillars Identified
Department Principal Secretary Pankaj Kumar stated that rural development in Bihar is based on four key pillars:
- Housing
- Sanitation
- Self-employment
- Rural employment
He emphasized that these schemes collectively drive rural transformation and improve living standards.
He also noted that the introduction of digital governance will enhance accountability and raise public expectations from the system.
Future Plans: AI Integration for Better Monitoring
Pankaj Kumar further announced that the CGRM portal will be upgraded in the future with artificial intelligence (AI)-based features to improve monitoring and service delivery.
This will allow predictive analysis and better tracking of scheme performance across districts.
Jeevika CEO Highlights Importance of Monitoring
Chief Executive Officer of Jeevika, Himanshu Sharma, said that effective monitoring plays a crucial role in ensuring transparent implementation of welfare schemes.
He emphasized that digital tools like CGRM will strengthen accountability and improve outcomes for beneficiaries.
Step Towards Digital Rural Governance
With the launch of the CGRM portal, Bihar has taken a significant step toward digitizing rural governance. The platform is expected to improve transparency, streamline service delivery, and empower citizens by giving them direct access to government services and grievance mechanisms.
