New Delhi: Solar Energy Corporation of India Limited (SECI) and Odisha Hydro Power Corporation Limited (OHPC) have signed a Binding Term Sheet to jointly develop large-scale Floating Solar Photovoltaic (PV) projects integrated with Battery Energy Storage Systems (BESS) across various reservoirs in Odisha. The projects will be developed through a 50:50 joint venture partnership, with power offtake envisaged through GRIDCO.
Under the proposed collaboration, SECI and OHPC are targeting the development of approximately 3 GW of renewable energy capacity under the Capital Expenditure (CAPEX) mode by 2030. The initiative aims to utilise Odisha’s vast reservoir resources and expand the state’s clean energy infrastructure.
The partnership will combine floating solar generation with battery storage to facilitate a reliable, clean and dispatchable supply of renewable electricity, particularly during peak demand hours.
SECI and OHPC Sign Binding Term Sheet in Presence of Odisha Leadership
The Binding Term Sheet was signed by Sivakumar V Vepakomma, Director (Power Systems), SECI, and Amiya Kumar Mohanty, Director (Operations), OHPC.
The signing ceremony took place in the presence of Odisha Chief Minister Mohan Charan Majhi and Deputy Chief Minister Kanak Vardhan Singh Deo.
Other senior officials present at the occasion included Akash Tripathi, Managing Director, SECI, and Vishal Kumar Dev, Additional Chief Secretary, Energy Department, Government of Odisha.
The agreement establishes a strategic partnership between the two organisations to explore and develop large-scale floating solar projects supported by battery energy storage infrastructure across the state.

Odisha Has Around 12 GW Floating Solar Energy Potential
The initiative marks an important milestone towards SECI’s ambitious target of adding 10 GW of its own project capacity by 2030.
The target is aimed at strengthening SECI’s role in developing and owning large-scale renewable energy assets. The collaboration with OHPC will contribute to this ambition while supporting Odisha’s renewable energy development plans.
By combining floating solar generation with battery energy storage, the projects are expected to improve the availability of renewable electricity and support the state’s energy security.
SECI Targets 10 GW of Own Renewable Energy Projects by 2030
The Odisha partnership is also an important milestone towards SECI’s ambitious target of adding 10 GW of its own project capacity by 2030.
Through this initiative, SECI aims to strengthen its position in developing and owning large-scale renewable energy assets rather than limiting its role to renewable energy project facilitation and power procurement.
The collaboration with OHPC will support this objective by creating opportunities for developing integrated floating solar and battery storage projects. The proposed projects are expected to contribute to India’s clean energy transition while supporting Odisha’s long-term electricity requirements.
Floating Solar and Battery Storage to Strengthen Odisha’s Energy Security
The integration of floating solar PV projects with Battery Energy Storage Systems is a key feature of the proposed development.
Solar power generation can vary depending on weather and sunlight conditions. Battery storage can help manage these fluctuations by storing electricity when generation is available and making it accessible when required.
This combination is particularly important for supplying reliable and dispatchable renewable electricity during peak demand hours.
Odisha Secures ₹1.17 Lakh Crore Investment Proposals in Energy Sector
Separately, Odisha secured prospective investment proposals worth approximately ₹1,17,557 crore through 18 Memorandums of Understanding (MoUs) at a summit held at Bharat Mandapam in New Delhi.
These proposals represent a tentative capacity addition of around 11,742 MW across different segments of the energy sector.
The proposed investments cover pumped storage, solar, wind, hybrid renewable energy, battery storage, green hydrogen, green data centres and other emerging technologies. These developments highlight Odisha’s efforts to attract investments and establish itself as a major destination for renewable energy and emerging clean energy technologies.
