Chennai: The Tamil Nadu Government on Tuesday carried out a significant reshuffle of Indian Administrative Service (IAS) officers, transferring and appointing several senior bureaucrats across key departments and public sector institutions. Among the major changes, Sajjansingh R. Chavan has been appointed as Secretary to the Governor, while a number of officers have been reassigned to important roles in higher education, dairy development, horticulture, land reforms, technical education and district administration.
The reshuffle also includes changes in leadership positions in state corporations, boards and district collectorates.
Sajjansingh R. Chavan Appointed Secretary to Governor
One of the most notable appointments in the reshuffle is that of Sajjansingh R. Chavan, who was serving as Secretary to the Youth Welfare and Sports Development Department.
He has now been appointed as Secretary to the Governor, taking up a key constitutional assignment in the Raj Bhavan administration.
Rashmi Siddharth Zagade Posted to Higher Education Department
Rashmi Siddharth Zagade, who previously served as Chennai District Collector, has been posted as Special Secretary to the Higher Education Department.
Her appointment comes at a time when higher education reforms and institutional strengthening remain important priorities for the state government.
Har Sahay Meena Appointed Commissioner of Land Reforms
Har Sahay Meena, who was serving as Principal Secretary and Vice-Chairman of Science City, has been transferred and posted as Commissioner of Land Reforms.
The position carries significant responsibility in matters related to land administration, policy implementation and reforms across the state.
Changes in Dairy Development and Aavin
Ajay Yadav, Managing Director of Tamil Nadu Cements Corporation Limited, has been transferred and appointed as Commissioner of Milk Production and Dairy Development.
In addition to this role, he will also serve as Managing Director of the Tamil Nadu Cooperative Milk Producers’ Federation Limited (Aavin), one of the state’s most important cooperative institutions.
Meanwhile, A. John Louis, who was holding the dual charge of Director of Milk Production and Dairy Development and Director of Aavin, has been transferred and posted as Managing Director of the Tamil Nadu Warehousing Corporation.
Horticulture and Planning Commission Appointments
J. Vijaya Rani, Managing Director of the Tamil Nadu Warehousing Corporation, has been appointed as Director of Horticulture and Plantation Crops.
She replaces P. Kumaravel Pandian, who has now been posted as Member-Secretary of the State Planning Commission.
The appointments are expected to strengthen policy implementation in both the agriculture and planning sectors.
Technical Education and Science City Get New Leadership
P. Rathinasamy, former District Collector of Ariyalur, has been appointed Director of Technical Education.
He succeeds S. Visakan, who has been transferred and posted as Vice-Chairman of Science City.
The changes come as the state continues to focus on strengthening technical and skill-based education.
New Assignments in Printing, Maritime and Industrial Sectors
R. Sukumar, former Tirunelveli District Collector, has been posted as Director of Stationery and Printing.
In another important appointment, T. Anbalagan, who was serving as Director of Sugar and Managing Director of Tamil Nadu Sugar Corporation Limited, has been appointed Vice-Chairman and Chief Executive Officer of the Tamil Nadu Maritime Board.
Meanwhile, J.U. Chandrakala, former Ranipet District Collector, has been appointed Managing Director of Tamil Nadu Cements Corporation Limited.
Appointments in Urban Development and Water Supply Bodies
The government has also made changes in urban development institutions.
V. Sivakrishnamurthy, Deputy Commissioner (Works), Greater Chennai Corporation, has been appointed Joint Managing Director of the Tamil Nadu Water Supply and Drainage Board.
Similarly, R. Anamika, Joint Commissioner of Municipal Administration, has been posted as Joint Managing Director of the Tamil Nadu Urban Habitat Development Board.
These appointments are expected to support ongoing urban infrastructure and housing initiatives in the state.
District Collectors Reassigned
The reshuffle also includes changes at the district administration level.
Ranjeet Singh, who was serving as District Collector of Theni, has been transferred and posted as District Collector of Tenkasi.
Durga Moorthi, former District Collector of Namakkal, has been appointed District Collector of Dindigul.
The appointments are part of the government’s regular administrative exercise aimed at strengthening district governance and service delivery.
Wide-Ranging Administrative Reorganisation
The latest reshuffle reflects the Tamil Nadu Government’s efforts to deploy experienced officers across strategic sectors including education, agriculture, dairy development, land reforms, urban development, infrastructure and district administration.
With multiple senior officers receiving new assignments, the exercise is expected to enhance administrative efficiency and accelerate implementation of government programmes across departments and public institutions.
