Lucknow / New Delhi: In a major push towards becoming a global hub for electronics manufacturing, the Uttar Pradesh Government on Tuesday approved the Uttar Pradesh Electronics Component Manufacturing Policy-2025 (UP ECMP-2025), aiming to attract investments worth ₹5,000 crore over six years.
The policy is aligned with the Centre’s Electronics Component Manufacturing Scheme (ECMS) and will come into effect from April 1, 2025, for a period of six years.
Key Objectives of UP ECMP-2025
The UP Electronics Component Manufacturing Policy is designed to–
Promote the manufacturing of 11 key electronic components, including–
- Displays
- Camera modules
- Multilayer PCBs
- Attract investments worth ₹5,000 crore
- Generate lakhs of direct and indirect employment opportunities
- Strengthen the local supply chain and reduce import dependency
- Position Uttar Pradesh as a preferred global electronics manufacturing hub
Additional Incentives for Entrepreneurs
Under the policy–
- Entrepreneurs will be eligible for state-level incentives over and above the central government’s support
- A nodal agency will implement the scheme
- A policy implementation unit and an empowered committee will monitor and guide the execution at the government level
Uttar Pradesh: India’s Electronics Powerhouse
Principal Secretary Anurag Yadav, an IAS officer of 2000 batch, highlighted the phenomenal growth in India’s electronics sector over the past eight years–
- Mobile phone production units in India have grown from just 2 (in 2015) to over 300 units
- Electronic goods production surged from ₹1.9 lakh crore to ₹11 lakh crore
- Mobile phone exports increased from ₹1,500 crore to ₹2 lakh crore
- UP produces over 50% of India’s mobile phones
“UP has become the epicentre of this revolution. This new policy will propel UP to new heights of economic growth and youth employment,” said Mr Yadav.

The UP government believes that the UP ECMP-2025 will–
- Promote innovation and self-reliance
- Reduce dependence on imported electronic components
- Make UP a key player in the global electronics value chain
With the policy in place, the state aims to accelerate industrial growth, make UP a preferred investment destination, and expand employment avenues for its youth population.
