Lucknow: The Uttar Pradesh government has made significant changes to the Leave Travel Concession (LTC) rules for state government employees. Under the revised provisions, employees will no longer be required to mandatorily use 15 days of earned leave to avail LTC.
The government has also approved the facility to encash up to 10 days of earned leave under LTC. The changes are expected to benefit around 16.35 lakh state government employees across Uttar Pradesh.
15-Day Earned Leave Requirement Removed
Under the earlier LTC rules, employees were required to use a minimum of 15 days of earned leave to avail the Leave Travel Concession facility.
The revised rules have now removed this mandatory requirement, providing greater flexibility to employees seeking to use LTC.
The changes have been made based on the recommendations of a committee headed by the Chief Secretary, which was constituted to examine the recommendations of the Pay Committee-2016.

Employees Can Encash Up to 10 Days of Earned Leave
Another major change is the introduction of earned leave encashment under LTC.
As per the revised provisions:
- The mandatory use of 15 days of earned leave for LTC has been removed.
- Employees can now avail the facility of encashing up to 10 days of earned leave under LTC.
- The revised provisions will apply to eligible Uttar Pradesh government employees under the LTC rules.
Earlier, employees were not provided with the facility to encash earned leave while availing the Leave Travel Concession.
Finance Department Issues Revised Order
The revised LTC provisions have been issued by the Uttar Pradesh Finance Department based on the recommendations of the committee headed by the Chief Secretary.
The order was issued by Deepak Kumar, Additional Chief Secretary, Finance.
The order formally removes the requirement of consuming a minimum of 15 days of earned leave for LTC and permits the encashment of up to 10 days of earned leave approved under the LTC facility.
16.35 Lakh State Employees to Benefit
The changes are expected to provide relief and greater flexibility to approximately 16.35 lakh state government employees in Uttar Pradesh.
The revision in LTC rules is aimed at simplifying the existing provisions and giving employees more flexibility in using their earned leave while availing travel benefits.
The changes come following consideration of the recommendations made by the Pay Committee-2016 review mechanism.
