Lucknow: The Uttar Pradesh Government on Wednesday afternoon ordered the transfer and posting of 20 IPS officers, bringing significant changes in district police leadership as well as senior positions at the state level.

The reshuffle includes changes in the police chiefs of several districts, with officers moved across Basti, Jaunpur, Ballia, Ghazipur, Mau, Muzaffarnagar, Barabanki, Hapur, Baghpat, Jalaun, Azamgarh and Bareilly, among others.

Among the prominent changes, Raveena Tyagi (IPS), currently serving as Deputy Commissioner of Police in the Lucknow Police Commissionerate, has been appointed SP, Barabanki, while Yash Veer Singh (IPS), who was SP Basti, has been posted as SP, Jaunpur.

The order also changes the assignments of several existing district police chiefs, including those of Jaunpur, Muzaffarnagar, Barabanki, Hapur and Mau.

Senior IPS Officers Get Key Changes

A. Satish Ganesh (IPS:1996), who was holding additional charge of ADG Crime, Lucknow, along with his regular assignment as ADG Traffic and Road Safety, Uttar Pradesh, Lucknow, has been relieved of the additional charge of ADG Crime.

He will now continue only as ADG Traffic and Road Safety, Uttar Pradesh, Lucknow.

Bhagwan S. Srivastava (IPS:1998), ADG Technical Services, Lucknow, has been given additional charge of ADG Crime, Lucknow, along with his existing responsibility.

Major District Police Changes

The reshuffle brings new police chiefs to a number of districts.

Yash Veer Singh (IPS:2013), SP Basti, has been posted as SP Jaunpur.

Kunwar Anupam Singh (IPS:2013), who was SP Jaunpur, has been posted as SP, PAC Headquarters, Lucknow.

Raveena Tyagi (IPS:2014), DCP, Lucknow Police Commissionerate, has been appointed SP Barabanki.

Omvir Singh (IPS:2014), SP Ballia, has been posted as SP Basti.

Dr Iraj Raja (IPS:2017), SP Ghazipur, has been posted as SP Ballia.

Arpit Vijayvargiya (IPS:2017), SP Barabanki, has been transferred as DCP, Lucknow Police Commissionerate.

Vinay Kumar Singh (IPS), SP Jalaun, has been appointed SP Ghazipur.

Suraj Kumar Rai (IPS), SP Baghpat, has been posted as Senior Superintendent of Police, Muzaffarnagar.

Sanjay Kumar (IPS), SSP Muzaffarnagar, has been transferred as Commandant, 4th Battalion PAC, Prayagraj.

Sarvesh Kumar Mishra (IPS), Commandant, 4th Battalion PAC, Prayagraj, has been appointed SP Mau.

Kamlesh Bahadur (IPS), SP Mau, has been transferred as SP, Public Grievances, DGP Headquarters, Lucknow.

Kunwar Gyananjay Singh (IPS:2016), SP Hapur, has been posted as DCP, Prayagraj Police Commissionerate.

Chirag Jain (IPS), SP Rural, Azamgarh, has been appointed SP City, Bareilly.

Manpush Pareek (IPS), SP City, Bareilly, has been posted as SP City, Azamgarh.

Additional District-Level Postings

The order also includes three other district police assignments.

  • Purnendu Singh (IPS), Staff Officer to the DGP, has been appointed SP Baghpat.
  • Madhuvan Kumar Singh (IPS), SP City, Azamgarh, has been posted as SP Hapur.
  • Suraj Chandra Rawat (IPS), Additional SP Mathura, has been appointed SP Jalaun.

At the junior level, Alok Raj Narayan (IPS:2022), who was serving as Assistant SP, Hardoi, has been posted as Additional SP, Mathura.

With these changes, district police leadership has been reworked across a wide range of districts, including Basti, Jaunpur, Ballia, Ghazipur, Mau, Muzaffarnagar, Barabanki, Hapur, Baghpat, Jalaun, Azamgarh and Bareilly.

Background to Some Key Transfers

The reshuffle comes against the backdrop of administrative and policing issues reported in some of the districts affected by the changes. However, the government order itself does not necessarily establish the reasons for each individual transfer.

Sanjay Kumar

Sanjay Kumar, a State Police Service officer inducted into the IPS, has been moved from the post of SSP Muzaffarnagar to Commandant, 4th Battalion PAC, Prayagraj.

Reports cited in the material provided for the reshuffle said questions had been raised about his functioning while serving as the district police chief. Such reports should be treated as background to the transfer rather than as an officially stated reason unless the government order specifies otherwise.

Gyananjay Singh

The material also cites issues surrounding the tenure of Gyananjay Singh in Hapur, including reported differences with senior officers and complaints concerning alleged corruption within the district police force.

He has been moved to the Prayagraj Police Commissionerate as Deputy Commissioner of Police. These allegations are reported as background claims and do not by themselves establish wrongdoing.

Kunwar Anupam Singh

The transfer of Kunwar Anupam Singh from Jaunpur comes after a series of policing developments in the district.

The material states that disciplinary action was taken against 10 police personnel following allegations of police negligence in connection with a shooting incident in Karanjakala and a murder case in September. Subsequently, on September 20, several Station House Officers were replaced, with two sent to the police lines.

On September 24, five persons, including two police personnel, were arrested in connection with robbery and extortion cases.

Questions had reportedly been raised about policing in the district during this period. Kunwar Anupam Singh has now been posted as SP, PAC Headquarters, Lucknow.
