Lucknow: The Uttar Pradesh government has reassigned three IPS officers to new responsibilities in the state police. The changes involve the Provincial Armed Constabulary (PAC), the Security unit and the Election Cell at the DGP Headquarters.
The three officers are Dr Manoj Kumar (IPS: 2006: UP), Hemraj Meena (IPS: 2012: UP) and Rajesh Dwivedi (IPS: 2013: UP). Their current postings, as reflected in Uttar Pradesh Police records, were updated on September 28, 2026.
Dr Manoj Kumar, IPS: IG, PAC Western Zone
Dr Manoj Kumar, a 2006-batch IPS officer of the Uttar Pradesh cadre, has been posted as Inspector General, PAC Western Zone, Moradabad.
Before the latest assignment, he was listed as IG, awaiting posting at the DGP Headquarters in Lucknow. The Uttar Pradesh Police profile now records his current unit as IG, PAC Western Zone, with the posting date of September 28, 2026.
Dr Manoj Kumar was born on September 22, 1976, and holds MBBS and MD (Physiology) qualifications. He joined the IPS in 2006 and was promoted to the IG rank in 2024.
Hemraj Meena, IPS: DIG, Security
Hemraj Meena, a 2012-batch IPS officer of the Uttar Pradesh cadre, has been appointed Deputy Inspector General, Security, Uttar Pradesh, Lucknow.
His previous assignment was as DIG at the Uttar Pradesh State Institute of Forensic Science (UPSIFS), Lucknow. He took charge as DIG/Security, in Lucknow on September 28, 2026.
Meena was born on August 9, 1981, and holds a B.A. in Political Science and an M.A. in Hindi Literature. He joined the IPS in 2012 and was promoted to DIG in January 2026.
Rajesh Dwivedi, IPS: SP, Election Cell
Rajesh Dwivedi, an IPS officer of the Uttar Pradesh cadre inducted through the State Police Service in 2013, has been posted as Superintendent of Police, Election Cell, DGP Headquarters, Lucknow.
Before this assignment, he was serving as Commandant, 38th Battalion PAC, Aligarh. He is currently posted as SP (Election Cell)/DGP HQ.
Dwivedi was born on May 30, 1969, and holds an MBA in Management. He was recruited on July 14, 1997.
Three Officers, Three New Assignments
The latest changes place the three officers in different police functions:
- Dr Manoj Kumar: IG, PAC Western Zone, Moradabad
- Hemraj Meena: DIG, Security, Uttar Pradesh, Lucknow
- Rajesh Dwivedi: SP, Election Cell, DGP Headquarters, Lucknow
The latest postings were issued as part of the Uttar Pradesh Police’s administrative changes and took effect on September 28, 2026. The three officers will now take charge of their respective assignments in PAC, Security and the DGP Headquarters Election Cell.
