Lucknow: The Uttar Pradesh government on Friday carried out a significant law-and-order reshuffle, transferring five IPS officers and making key changes in Rampur, Lalitpur and Lucknow.
The most notable move is the appointment of Anil Kumar Singh as the new Superintendent of Police (SP), Rampur, replacing Somendra Meena, who has been transferred as SP (Intelligence), Agra.
The reshuffle comes amid heightened political and administrative attention surrounding the proposed action against Mohammad Ali Jauhar University in Rampur.
Anil Kumar Singh Appointed Rampur SP
Under the Home Department order, Anil Kumar Singh has been transferred from the Uttar Pradesh Security Headquarters and posted as SP, Rampur.
A 2015-batch promoted IPS officer, Singh became an IPS officer in 2022 after being promoted from the Provincial Police Service (PPS).

Following his induction into the IPS, he served in:
- The Recruitment Board
- As Commandant of the 28th Battalion PAC, Etawah
- The Security Headquarters since October 10, 2025
His posting to Rampur is being viewed as significant given the ongoing developments related to Jauhar University.
Transfer Comes Amid Jauhar University Controversy
The change in Rampur’s police leadership comes just days after the district administration ordered demolition action at Mohammad Ali Jauhar University, founded by Samajwadi Party leader Azam Khan.
On Thursday, Tanzin Fatima, Azam Khan’s wife, reached the university premises and allegedly objected to the presence of police personnel there.
According to reports, she confronted the policemen and asked them to leave the university premises, an incident that reportedly caused embarrassment to the local police administration.
The reshuffle was announced shortly after these developments.
Somendra Meena Shifted After 3.5 Months
Somendra Meena (IPS:2017) had taken charge as SP, Rampur on March 30, 2026 and has now been transferred after roughly three-and-a-half months in the post.
He has been posted as SP (Intelligence), Agra. Before serving in Rampur, Meena had worked as SP, Maharajganj.
A native of Karauli district in Rajasthan, he belongs to the 2017 IPS batch.
Mohammad Mushtaq Moved from Lalitpur to Lucknow
The government has also transferred Mohammad Mushtaq (IPS:2016) from the post of SP, Lalitpur.
He has been appointed as Deputy Commissioner of Police (DCP), Lucknow Police Commissionerate.
Mushtaq had been serving in Lalitpur for nearly three years and has previously held important assignments including:
- SP, Government Railway Police (GRP), Agra
- Postings in Mathura, Varanasi and Jhansi
He is originally from Chhapra district in Bihar.
Sanjeev Kumar Bajpai Becomes Lalitpur SP
Sanjeev Kumar Bajpai, a 2018-batch promoted IPS officer, has been appointed as the new SP, Lalitpur.
Prior to this posting, he was serving as Commandant of the 43rd Battalion PAC, Etah. He replaces Mohammad Mushtaq in Lalitpur.
Gopal Krishna Chaudhary Gets PAC Posting
Another key transfer involves Gopal Krishna Chaudhary, who was serving as DCP, Lucknow Police Commissionerate.
He has now been appointed as Commandant of the 32nd Battalion PAC.

- Anil Kumar Singh (Promoted IPS: 2015) transferred from SP, Security Headquarters to Superintendent of Police (SP), Rampur.
- Somendra Meena (IPS: 2017) transferred from SP, Rampur to SP (Intelligence), Agra.
- Mohammad Mushtaq (IPS: 2016) transferred from SP, Lalitpur to Deputy Commissioner of Police (DCP), Lucknow Police Commissionerate.
- Sanjeev Kumar Bajpai (Promoted IPS: 2018) transferred from Commandant, 43rd Battalion PAC, Etah to Superintendent of Police (SP), Lalitpur.
- Gopal Krishna Chaudhary transferred from DCP, Lucknow Police Commissionerate to Commandant, 32nd Battalion PAC.
Law-and-Order Focus Behind the Reshuffle
Officials said the transfers were made as part of the government’s effort to strengthen law and order management in sensitive districts and key police formations.
The appointment of a new SP in Rampur ahead of the proposed action at Jauhar University has drawn particular attention, with the district expected to remain under close administrative watch in the coming days.
