Uttar Pradesh has expanded its technology-policy framework in recent years with dedicated policies for IT and ITeS, semiconductors, data centres, startups and GCCs. The state’s Data Centre Policy 2026, for example, includes incentives for data-centre parks and units, AI computing infrastructure and renewable-energy adoption.
The UP Semiconductor Policy 2024 provides incentives including additional capital support linked to the Centre’s semiconductor schemes, land subsidies for eligible facilities and assistance for research and skill development.
Minister Calls for Faster Approvals and Incentive Disbursement
Sharma directed officials to speed up the processing of investment proposals, disbursement of incentives and implementation of approved projects.
He also stressed timely finalisation of new initiatives and incentive schemes and asked officials to ensure that policy benefits reach investors, companies and young people.
The review also emphasised employment generation, skill development and innovation, alongside investment promotion. Officials were asked to improve coordination among departments and institutions and regularly monitor the progress of schemes.
Technology Push Extends Beyond Noida
The state has been positioning IT, ITeS, GCCs and data centres as growth sectors while seeking to expand technology infrastructure beyond established centres.
The state’s IT ecosystem includes infrastructure and planned IT parks across locations such as Noida, Meerut, Lucknow, Kanpur, Prayagraj and Agra, while an AI City is planned in Lucknow.
The UP GCC Policy 2024 also provides capital, operational and payroll incentives intended to attract global capability centres and support employment of local talent.
IT and Electronics Linked to Trillion-Dollar Economy Goal
Sharma said the IT and electronics sector would have an important role in Uttar Pradesh’s trillion-dollar economy ambition and called for an investor-friendly environment and timely execution of projects.
The department’s upcoming action plan is expected to focus on investment, innovation, employment, startups and technology development, with officials asked to align implementation with departmental targets.
