UP Township Policy 2023: What Private Developers Need to Know About Land, Approvals and Infrastructure

Uttar Pradesh’s Township Policy 2023 provides a framework for private developers to create integrated townships, with the state’s current Invest UP portal highlighting lower land thresholds, planned infrastructure, affordable housing and streamlined approvals.

Lucknow: Uttar Pradesh’s Township Policy 2023 seeks to promote planned urban development by encouraging private investment in integrated townships comprising housing, commercial areas, roads, green spaces and civic infrastructure.

The policy is administered within the state’s Housing and Urban Planning framework and is intended to facilitate private participation in urban development while providing planned physical and social infrastructure.

Policy Focuses on Planned and Integrated Urban Development

The Township Policy 2023 was introduced to promote planned urban expansion through private investment and support the development of integrated townships.

According to the current Invest UP policy overview, the framework seeks to:

  • Promote integrated, modern and sustainable townships.
  • Encourage private investment in housing and urban infrastructure.
  • Support planned urbanisation.
  • Develop civic and social infrastructure alongside residential development.
  • Create integrated urban communities with commercial and mixed-use components.
  • Promote affordable housing within township developments.

The policy defines a township as a planned development where residential, working and recreational facilities are integrated with physical and social infrastructure.

Current Invest UP Portal Lists Three Land-Area Categories

Invest UP’s current policy page, updated on June 8, 2026, lists the following minimum area requirements:

  • 10 acres within municipal limits
  • 25 acres outside municipal limits
  • 50 acres for integrated townships in development authority areas

The land requirement is only one component of eligibility. Proposed projects must also comply with applicable planning, land-use, infrastructure and approval requirements.

Phased Land Assembly

The policy provides flexibility for developers in assembling land for township projects rather than requiring the entire proposed area to be brought together at the initial stage.

This provision is intended to facilitate the assembly of land parcels required for an integrated development. Developers, however, remain subject to the conditions and timelines prescribed by the competent authority for completing the required land assembly.

The proposed site must also satisfy applicable planning and development requirements before the project can proceed.

Planning and Approval Facilitation

The policy provides for facilitation of the planning and approval process for township projects.

The framework envisages coordinated processing of the approvals required from different authorities and departments involved in township development. Developers are required to submit the prescribed project documents and obtain approval for the proposed development plan and layout from the competent authority.

The approval process covers matters such as:

  • Land and site details;
  • Proposed residential and commercial uses;
  • Roads and connectivity;
  • Water supply and sewerage;
  • Drainage and waste management;
  • Parks and open spaces;
  • Community facilities; and
  • Other infrastructure required under applicable planning regulations.

The state also has a single-window clearance mechanism through Nivesh Mitra for facilitating approvals and clearances for investors.

Integrated Infrastructure and Land-Use Planning

Township projects are required to conform to the applicable master plan, development regulations and building-related provisions.

The integrated approach means that residential development is planned alongside supporting infrastructure rather than treating housing as an isolated component.

Depending on the approved layout, township developments can accommodate residential, commercial and community facilities. Any such use remains subject to the sanctioned plan and applicable zoning and development regulations.

Land-Use Conversion and Related Facilitation

The policy also provides facilitation relating to land-use conversion and land adjustment in specified circumstances.

An official Invest UP release issued after the policy’s introduction identified reduction in conversion fees as one of the significant relief measures under the new township framework.

The policy also provides for specified land swapping or adjustment arrangements under prescribed conditions. Such provisions are subject to approval and the applicable rules and cannot be treated as a general exemption from land-use regulations.

Affordable Housing Within Townships

The policy provides for the inclusion of EWS and LIG housing within township development in accordance with applicable state norms and approved project plans.

This brings affordable housing within the broader integrated township framework, alongside residential, commercial and social infrastructure.

The specific requirements applicable to a project would depend on the relevant policy provisions, government orders and approvals governing that development.

Infrastructure and Community Facilities

A township is expected to incorporate the infrastructure necessary to support its residents and other approved uses.

Key components can include:

  • Internal roads
  • Water supply
  • Sewerage and drainage
  • Electricity
  • Solid-waste management
  • Parks and open spaces
  • Schools and healthcare facilities
  • Community facilities and
  • Recreational infrastructure.

The development therefore involves not only construction of residential units but also the creation of supporting physical and social infrastructure.

Role of Development Authorities

Development Authorities, the Uttar Pradesh Housing and Development Board and other competent planning authorities have roles in the implementation and approval of township projects, depending on the location and applicable planning jurisdiction.

The authorities examine proposals against relevant planning, development and infrastructure requirements before granting the necessary permissions.

The state’s Awas Bandhu portal currently lists the Uttar Pradesh Township Policy-2023 among the state’s housing and urban-planning policies.

Policy Aims to Encourage Planned Urban Growth

The policy’s framework is aimed at encouraging integrated township development and greater private-sector participation in urban development.

Its provisions combine:

  • Private participation in township development;
  • Flexible land assembly;
  • Defined land-area requirements;
  • Integrated residential and supporting infrastructure;
  • EWS and LIG housing provisions;
  • Land-use and conversion-related facilitation; and
  • A structured approval framework.

The policy is intended to provide a regulatory framework for planned township development while keeping projects subject to the relevant master plans, development regulations and approvals of the competent authorities.
