Kolkata: West Bengal has attracted tourism investment proposals worth ₹12,534 crore, signalling a major expansion push for the state’s hospitality and tourism sector. The proposals were announced at a tourism investors’ meet organised by the state Tourism Department in Kolkata on World Tourism Day.
The proposals from 37 investors span hotels, business hospitality, tea tourism, hill resorts, heritage properties, wellness and eco-tourism. According to figures presented after the investors’ meet, the proposed projects are expected to generate around 21,814 direct employment opportunities across different segments of the tourism industry.
Tourism Investment to Cover Multiple Segments
The investment proposals are spread across different tourism categories, reflecting the state’s effort to diversify beyond conventional hotel-based tourism.
A major share is expected to go into urban and business luxury tourism, while tea tourism and hill resorts are also attracting significant interest. Heritage, wellness and eco-tourism have emerged as other important areas for investment.
The projects are expected to cover different parts of West Bengal, including North Bengal, the south and central corridor, as well as the greater Kolkata and coastal regions.
Among the largest proposals, Ambuja Neotia Group has proposed an investment of ₹3,015 crore in the hotel sector. Arya Tea Company has proposed ₹915 crore for tea tourism and hill resorts, while Sree Balaji Group has proposed ₹800 crore for heritage, wellness and eco-tourism.
Other major proposals include ₹700 crore from KK Group, ₹650 crore from Merlin Group, ₹605 crore from Sonar Bangla Hotel Group and ₹575 crore from The Park. Luxmi Group has also proposed ₹400 crore for tea tourism and hill resorts.

WBTDCL Plans to Double Accommodation Capacity
Alongside private investment, the West Bengal Tourism Development Corporation Limited (WBTDCL) plans to expand its own accommodation infrastructure.
The corporation currently operates around 800 rooms and intends to double its lodging capacity to 1,600 rooms. An additional 800 rooms are planned as part of the expansion to meet rising demand from tourists.
The existing accommodation facilities will also undergo renovation. The move is expected to improve the quality of government-operated tourist accommodation while increasing the number of rooms available across the state.
WBTDCL operates tourist centres and accommodation facilities across several districts of West Bengal and provides online booking and tourism packages through its network.
Focus on Employment and Private Investment
The proposed investments are significant not only for tourism infrastructure but also for employment generation.
With 21,814 direct jobs projected from the proposals, new hotels, resorts, tourism properties and related facilities could create opportunities across hospitality, food services, travel, destination management, tourism operations and other supporting activities.
The wider tourism ecosystem can also benefit through increased demand for local transport, handicrafts, food products, guides, cultural experiences and other visitor services.
Tourism Minister Shankar Ghosh said the proposed investments would help accelerate tourism development in West Bengal and strengthen the state’s presence in the international tourism market.
The minister also assured investors that the government would support them in addressing challenges and facilitating the implementation of their projects.
Tea Tourism, Heritage and Wellness Gain Attention
The nature of the investment proposals shows growing interest in tourism experiences beyond traditional city hotels.
Tea tourism and hill resorts are expected to strengthen the tourism economy of North Bengal and the hill and Dooars regions. Heritage and wellness projects, meanwhile, could help develop new tourism experiences around the state’s historic properties, cultural attractions and natural destinations.
The broader investment mix also creates scope for more destination-based tourism products, allowing visitors to explore different regions instead of concentrating only on established tourism centres.
More Investment Proposals Expected
The Tourism Department expects further investment proposals in the coming months as the state continues to position tourism as an important part of its development strategy.
Ghosh said the investment response came even as the state’s tourism policy was still moving through the government process. The policy had been submitted to the Group of Ministers and was expected to be announced along with the state’s industrial policy before the Puja festivities.
The government has also indicated its intention to attract private participation in emerging tourism destinations and strengthen the infrastructure needed to support growing visitor demand.
A Larger Tourism Economy for West Bengal
The ₹12,534-crore proposal pipeline could give West Bengal’s tourism sector a broader investment base, covering accommodation, leisure, heritage, wellness, tea tourism and destination development.
For the state, the focus now shifts from investment proposals to implementation. If the proposed projects move ahead as planned, they could expand tourism infrastructure, create thousands of jobs and increase economic activity around destinations across West Bengal.
The expansion of WBTDCL’s accommodation network, alongside private-sector projects, could further increase the state’s capacity to serve tourists and support its ambition of building a stronger presence in both domestic and international tourism markets.
