Who Is A Sai Manohar? Ex-IPS Appointed Advisor to MP CM Mohan Yadav Day After Retirement

Retired 1995-batch IPS officer A Sai Manohar has been appointed Advisor to Madhya Pradesh CM Mohan Yadav, a day after retiring as ADGP Intelligence. He will be based at the CMO in New Delhi.

Bhopal: Former Madhya Pradesh-cadre IPS officer A Sai Manohar (Retd. IPS: 1995: MP) has been appointed as Advisor to Madhya Pradesh Chief Minister Dr Mohan Yadav, just a day after his retirement from the Indian Police Service.

The appointment was approved by the Madhya Pradesh Cabinet on Tuesday, following which the state government issued the formal order. Manohar has been appointed on a contractual basis for one year or until further orders, whichever is earlier, with effect from September 1, 2026.

He has been posted at the Chief Minister’s Office (CMO) in New Delhi, where his extensive experience in intelligence, policing, administration and central deputation is expected to be utilised for matters involving the state government and the Centre.

The appointment came immediately after his superannuation on August 31, 2026, when he retired as ADGP, Intelligence.

From Intelligence Chief to CM Advisor

Manohar served as the Additional Director General of Police (Intelligence) in Madhya Pradesh until his retirement. He had taken charge as the state’s intelligence chief on May 23, 2025, and remained in the position until completing his service tenure.

The Intelligence Wing is among the most sensitive assignments in a state police organisation, involving assessment of security and law-and-order developments, intelligence inputs and coordination on matters of strategic importance.

After his retirement, Anshuman Yadav (IPS: 1998: MP) was appointed as ADGP, Intelligence, with additional charge of ADGP, Cyber.

Manohar’s immediate appointment as an advisor to the Chief Minister has ensured that his experience remains available to the Madhya Pradesh government even after his formal retirement from the IPS.

Why Has A Sai Manohar Been Posted in New Delhi?

In his new assignment, Manohar will be based at the Madhya Pradesh Chief Minister’s Office in New Delhi.

His role is expected to involve liaison and coordination with the Central Government, strategic affairs and matters concerning Madhya Pradesh at the national level. His previous experience in New Delhi and his central deputation to the Central Bureau of Investigation (CBI) are particularly relevant to the assignment.

The position is expected to provide the Madhya Pradesh government with an experienced officer who has worked both within the state administration and at the Centre.

His earlier stint as Officer on Special Duty (OSD) at Madhya Pradesh Bhawan in New Delhi also gave him experience in handling the state’s affairs from the national capital.

Who Is A Sai Manohar?

Armane Sai Manohar, popularly known as A Sai Manohar, is a 1995-batch Indian Police Service officer of the Madhya Pradesh cadre.

A direct-recruit IPS officer selected through the UPSC Civil Services Examination, he joined the service on September 4, 1995. His home state is Andhra Pradesh.

He completed a career spanning approximately 31 years in the police service, culminating in his retirement as ADGP Intelligence on August 31, 2026.

According to his service profile, his educational qualification is Master of Engineering (M.E.). His IPS identity number is 19951039.

Over more than three decades, Manohar handled several important assignments in Madhya Pradesh as well as on central deputation, building experience across field policing, intelligence, cyber policing, administration and investigation.

Served as SSP Indore and IG Bhopal Range

Manohar has held several important field assignments during his career in Madhya Pradesh.

Among his notable state postings was his tenure as Senior Superintendent of Police (SSP), Indore, one of the state’s key policing assignments. He also served as Inspector General (IG), Bhopal Range.

These assignments gave him extensive experience in field policing and administration before he moved on to senior-level responsibilities.

He later handled important technology-oriented policing responsibilities as ADG, Cyber, where his role involved cyber security, cybercrime-related policing and technological initiatives within the state police.

Important Role in Madhya Pradesh Cyber Policing

Before becoming the Intelligence Chief, Manohar served as ADG, Cyber in Madhya Pradesh.

The assignment placed him at the forefront of the state’s efforts to strengthen cyber policing and deal with the growing challenges associated with cybercrime and technology-enabled offences.

His experience in cyber policing, coupled with his subsequent leadership of the Intelligence Wing, added two specialised dimensions to his career at the senior level.

Central Deputation to CBI

One of the significant phases of Manohar’s career was his deputation to the Central Bureau of Investigation (CBI).

During his tenure with the premier central investigating agency, he served in several important capacities and notably worked as Joint Director (Policy).

His CBI experience exposed him to central-level investigation, policy and institutional functioning, adding to his understanding of the functioning of the Union Government and its agencies.

In December 2023, Manohar was also reported to have been empanelled for ADG-level posts in the Government of India.

His central deputation experience is particularly significant in the context of his new assignment, as he will now be stationed in New Delhi to coordinate on matters involving Madhya Pradesh and the Centre.

OSD at Madhya Pradesh Bhawan in New Delhi

Manohar also served as an Officer on Special Duty (OSD) at Madhya Pradesh Bhawan in New Delhi, beginning in December 2021 at the ADG level.

The assignment provided him with direct experience of working from the national capital on matters relating to the Madhya Pradesh government.

It also gave him an understanding of the coordination and liaison requirements between the state government and various Central Government ministries, departments and agencies.

This previous New Delhi experience is likely to be relevant to his latest responsibility as an advisor to Chief Minister Mohan Yadav.

Career Culminated as ADGP Intelligence

After returning to important senior responsibilities in Madhya Pradesh, Manohar was appointed ADGP, Intelligence, on May 23, 2025.

He continued in the post until his retirement on August 31, 2026.

His tenure as Intelligence Chief represented the culmination of a career that had covered almost every major aspect of policing, including field administration, intelligence, cyber policing and central investigation.

A day after his retirement, the state government brought him back into an official role through his appointment as Advisor to the Chief Minister.

Awards and Recognition

Manohar’s career also includes recognition for his service to the police organisation.

He was awarded the Police Medal for Meritorious Service in 2011.

He was subsequently conferred the President’s Police Medal for Distinguished Service in 2023, one of the country’s significant honours for distinguished service in policing.

The awards reflect his long tenure and contribution to policing and public service.

A New Role After 31 Years in IPS

A Sai Manohar’s transition from ADGP Intelligence to Advisor to the Chief Minister has taken place almost immediately, with only one day separating his retirement and the beginning of his new assignment.

After completing his 31-year IPS career on August 31, he assumed the advisory position from September 1, 2026.

His appointment brings into the Chief Minister’s advisory set-up an officer with experience across state policing, intelligence, cyber security, central investigation and New Delhi-based coordination.

With the new assignment headquartered at the CMO in New Delhi, Manohar is expected to utilise this experience in facilitating coordination between the Madhya Pradesh government and the Centre, besides handling strategic matters concerning the state.
