UP Supplementary Budget 2026-27: Yogi Govt’s ₹59,019 Crore Plan Boosts Expressways, Power and Welfare

Finance Minister Suresh Khanna presented the supplementary budget in the Uttar Pradesh Assembly, with major allocations for infrastructure, VB Ramji scheme, industrial development, electricity projects and social security programmes.

Lucknow: The Yogi Adityanath-led Uttar Pradesh government presented its Supplementary Budget for the financial year 2026-27 in the state Assembly on Tuesday amid strong protests and sloganeering by the opposition.

State Finance Minister Suresh Kumar Khanna tabled the supplementary budget worth ₹59,019.54 crore, highlighting allocations for infrastructure development, expressway projects, industrial growth, electricity reforms, rural employment and social welfare schemes.

The Finance Minister said the supplementary budget has been prepared according to the state’s development priorities and the immediate requirements of different departments.

UP Supplementary Budget 2026-27: Key Financial Details

The total size of the supplementary budget is:

  • Total Budget Size: ₹59,019.54 crore
  • Revenue Account Expenditure: ₹17,399.50 crore
  • Capital Account Expenditure: ₹41,620.04 crore

A major portion of the budget has been allocated towards capital expenditure, which will support infrastructure projects and long-term development initiatives across Uttar Pradesh.

₹12,591 Crore Allocated for VB Ramji Scheme

In view of the upcoming election year, the government has made a major allocation for rural employment initiatives.

Under the Viksit Bharat Gram Ramji (VB Ramji) Scheme, a total of ₹12,591 crore has been allocated under various heads.

The allocation includes funds for:

  • Administrative expenses.
  • Labour-related expenditure.
  • Material costs.
  • Pending payments under the earlier MGNREGA scheme.

The government aims to boost rural employment opportunities through the scheme.

Major Focus on Expressway Infrastructure Projects

Expressway development has received one of the largest allocations in the supplementary budget.

Vindhya Expressway Project

For the proposed Vindhya Expressway, which will connect areas including Prayagraj, Mirzapur, Varanasi-Chandauli and Sonbhadra, the government has allocated:

  • ₹6,500 crore for construction work.
  • ₹2,300 crore for land acquisition.

Ganga Expressway Expansion

For extending the Ganga Expressway from Meerut to Haridwar, the budget provides:

  • ₹5,700 crore for land acquisition.
  • ₹80 crore for construction activities.

Other Expressway Projects

Additional allocations include:

  • ₹250 crore for the greenfield expressway connecting Ganga Expressway with Jewar Airport via Bulandshahr.
  • ₹400 crore for the link expressway connecting Ganga Expressway with Agra-Lucknow Expressway through Hardoi and Farrukhabad.

₹7,358 Crore Allocation for Power Sector

The electricity sector has also received significant funding in the supplementary budget.

Major allocations include:

  • ₹6,958 crore for the Revamped Distribution Sector Scheme (RDSS).
  • ₹400 crore for the third phase of the Meja Thermal Power Project.

The government aims to improve power distribution infrastructure and strengthen electricity supply across the state.

₹3,000 Crore for Industrial Areas and Expansion

To promote industrial development, the government has allocated major funds for industrial infrastructure.

Key provisions include:

  • ₹3,000 crore for CM Industrial Area Expansion and development of new industrial areas.
  • ₹1,500 crore for the Atal Industrial Infrastructure Mission.
  • ₹125 crore for the Sant Kabir Textile and Apparel Park project.

The allocations are aimed at creating better industrial infrastructure and attracting new investments.

₹1,302 Crore Incentive for Fortune 500 Companies and FDI Investors

To encourage investment in Uttar Pradesh, the supplementary budget includes:

  • ₹1,302.61 crore for providing incentives to Fortune 500 companies and foreign direct investment (FDI) investors.

The annual budget had earlier allocated ₹1,000 crore under this category.

The move is expected to support industrial expansion and attract global companies to the state.

₹200 Crore for Industrial Corridors Along Expressways

The government has allocated funds for developing industrial corridors near major expressway projects.

A provision of ₹200 crore has been made for industrial corridor development in districts including:

  • Amroha
  • Firozabad
  • Amethi
  • Sultanpur
  • Badaun
  • Hamirpur
  • Etawah
  • Mahoba
  • Jalaun
  • Unnao

Additionally, ₹495.86 crore has been allocated under the Bharat Industrial Development Scheme (BHAWYA) for various industrial projects.

Social Welfare Schemes Receive Additional Funds

The supplementary budget also focuses on social security schemes.

Major allocations include:

  • ₹1,500 crore for the Old Age Pension Scheme.
  • ₹746.88 crore for the Destitute Widow Pension Scheme.

These funds aim to provide financial assistance to senior citizens and vulnerable women.

₹550 Crore for Information and Public Relations Department

Considering the communication requirements during the election year, the government has allocated:

  • ₹550 crore for the Information and Public Relations Department.

The funds will support government communication initiatives and public outreach programmes.

Government Highlights Development-Oriented Budget

Finance Minister Suresh Khanna said the supplementary budget has been designed to accelerate development activities and meet the immediate financial requirements of various departments.

The budget focuses on:

  • Infrastructure expansion.
  • Expressway connectivity.
  • Industrial investment.
  • Power sector reforms.
  • Rural employment.
  • Social welfare.

With a major share dedicated to capital expenditure, the government aims to strengthen Uttar Pradesh’s development roadmap through the financial year 2026-27.
