The Chief Minister emphasized that as Uttarakhand turns 25 on November 9, it is the perfect moment to reflect on its journey of transformation and progress.

Historic Legislative Reforms Strengthening Governance

Highlighting Uttarakhand’s leadership in reform-driven governance, Mr. Dhami said that the state became the first in India to implement the Uniform Civil Code (UCC) — a landmark initiative ensuring uniform personal laws for all citizens.

He further cited the enactment of strong land laws, anti-forced conversion laws, anti-riot laws, and anti-counterfeiting laws, which collectively safeguard public interest and social harmony.

The Chief Minister added that Uttarakhand ensures 10 percent reservation in government jobs for families of statehood movement participants and 30 percent reservation for women, reinforcing its commitment to inclusive growth and equality.

Investment Boom and Economic Transformation

Since the 2023 Global Investors Summit, Uttarakhand has attracted investments exceeding Rs. 1 lakh crore, reflecting the state’s rising prominence as a hub for sustainable business and innovation.

To promote entrepreneurship, a Rs. 200 crore venture fund has been created to support startups, fostering a vibrant ecosystem for innovation and youth-led enterprise.

Mr. Dhami said, “Since the formation of Uttarakhand, the state’s economy has grown 26 times, and per capita income has risen 17 times.” In a first, the 2025–26 fiscal year budget has crossed Rs. 1 lakh crore, marking a milestone in the state’s fiscal history.

Empowering Families and Women Through Welfare Schemes

Under the Antyodaya Yojana, 1.85 lakh families are receiving three cooking gas cylinders annually, ensuring energy access and financial relief for the poorest households.

Through the Lakhpati Didi Yojana, 1.65 lakh women have achieved self-reliance by engaging in sustainable livelihood activities, strengthening rural economies and women’s empowerment.

Transforming Pilgrimage and Connectivity Infrastructure

Mr. Dhami stated that Kedarnath Dham is undergoing a magnificent transformation, with all construction work expected to be completed within a year. Similarly, a Rs. 300 crore master plan is underway in Badrinath, while ropeway projects to Kedarnath and Hemkund Sahib are about to commence.

He added that 48 ancient temples and gurdwaras in the Kumaon region are being restored as part of heritage conservation efforts.

The Delhi-Dehradun elevated road, nearing completion, will reduce travel time between the two cities to just 2–2.5 hours, revolutionizing connectivity and tourism in the region.

Furthermore, 70 percent of the work on the Rishikesh-Karnprayag rail line has already been completed, marking a crucial milestone in improving access to the hill districts and pilgrimage destinations.

A Vision for a Developed Uttarakhand by 2050

Echoing Prime Minister Mr. Narendra Modi’s vision of a Developed India by 2047, Chief Minister Mr. Dhami reaffirmed his government’s goal of transforming Uttarakhand into a fully developed state by 2050. The silver jubilee, he said, is not just a celebration of the past but a reaffirmation of commitment toward a prosperous and inclusive future.
