DILRMP 3.0 to Build Unified Digital Land Records System With ₹565.50 Crore Outlay

The Centre will launch DILRMP 3.0 with a ₹565.50-crore outlay to create an integrated digital land records ecosystem, including GIS-based maps, ULPIN, paperless registration and digital revenue courts.

New Delhi: The Department of Land Resources (DoLR), under the Ministry of Rural Development, will launch the operational guidelines for the Digital India Land Records Modernization Programme (DILRMP) 3.0 on Thursday, outlining a five-year roadmap for modernising land governance across India.

The 2026–2031 phase will operate as a Central Sector Scheme with an anticipated financial outlay of ₹565.50 crore and will be implemented across all States and Union Territories.

From Digital Records to an Integrated Land Stack

DILRMP 3.0 will move beyond basic computerisation of land records and focus on creating a unified, GIS-enabled digital land information ecosystem.

The proposed system will bring together land maps, ownership records, property registration and court-related information through interoperable digital infrastructure.

Key features of DILRMP 3.0

  • Universal Bhu-Aadhaar (ULPIN): A 14-digit Unique Land Parcel Identification Number will provide a distinct digital identity to land parcels.
  • Digitisation of cadastral maps: Land maps will be digitised and georeferenced using precise geographic coordinates.
  • Paperless property registration: The programme will introduce end-to-end online registration and a new Registration Repository.
  • Registration Seva Kendras: As many as 75 Sub-Registrar Offices will be upgraded into modern Registration Seva Kendras, with an allocation of ₹37.5 crore.
  • Integrated revenue courts: A paperless Revenue Court Case Management System will be integrated with land records to facilitate digital tracking of disputes.
  • NAKSHA urban pilot: The NAKSHA pilot for urban areas will be completed as part of the programme.

Focus on Citizen-Centric Land Services

The new phase places emphasis on improving the ease of accessing land-related government services and reducing the need for repeated physical visits to government offices.

The programme will promote secure API-based integration between different land-related systems, while an upgraded DILRMP-MIS dashboard will enable real-time monitoring of implementation.

Through DILRMP 3.0, the Department of Land Resources aims to establish a more integrated and technology-driven land information framework covering records, maps, registrations and land disputes.
