Operation Muskan: A Ray of Hope for Missing Children in UP

In a heart-warming initiative aimed at reuniting lost children with their families, IPS officer Md. Mustaque, the Superintendent of Police in Lalitpur, Uttar Pradesh, shared the success story of Operation Muskan. The operation, which initially began under his leadership as the SP of Government Railway Police (GRP) in Agra, has now spread its wings to transform the lives of hundreds of missing children.

Speaking to Indian Masterminds, Mr. Mustaque shared about the operation in detail.

OPERATION MUSKAN

Operation Muskan was conceptualized with a singular goal: to bring joy back into the lives of children residing in shelter homes for years due to separation from their parents. Mr. Mustaque and his dedicated team embarked on a mission, seeking permission from the Child Welfare Department to visit these shelter homes.

“Our approach was systematic and thorough – creating detailed biographical records for each child and initiating a relentless search to trace their origins,” the officer shared.

CHALLENGES

The challenges were significant; many children could not recall their home towns, leaving the team in a quandary. Undeterred, they combed every street of the district, leaving no stone unturned until the families were found. Technology, especially the Aadhar Card system, emerged as a valuable ally in this noble endeavour, facilitating reunions between lost children and their families.

SUCCESS

Mr. Mustaque’s efforts in Agra were met with resounding success, reuniting over 500 children with their families from various states. Encouraged by this achievement, the operation extended its reach to Lalitpur, where the team, after meticulous training, embarked on a similar mission. Collaborating with the Government Railway Police and police teams from other states, they recovered 20 missing children in the first phase, restoring them to their families within two months.

REASONS OF MISSING

What emerged as a common thread among these missing cases were poignant reasons – parental disputes, domestic violence, poverty, elopement, and the impact of social media, which often led children astray. Mr. Mustaque’s team, driven by compassion, managed to reunite children who had been missing for a decade, bringing tears of joy and relief to many families.

The officer further informed that in the second phase of Operation Muskan, they will expand into neighbouring districts. His team plans to create an album featuring shelter home children from various districts, aiming to extend their search and reunite more families. The initiative has garnered widespread support, with several districts adopting similar strategies to tackle the heart-wrenching issue of missing children.

REUNITING FAMILIES

With 550-plus children already reunited with their families, Operation Muskan stands as a beacon of hope, illuminating the path toward a brighter future for these young souls. Under the leadership of officers like Md. Mustaque, Uttar Pradesh is witnessing a transformative change, one where compassion and dedication converge to mend broken families and create a safer, more secure environment for its children.
