Inside the Journey of Praveen Sood, the IPS Officer Leading the CBI

Praveen Sood, the 1986-batch IPS officer, rose from Karnataka Police to lead the CBI, bringing experience in investigations, traffic management and digital policing.

A career in policing demands more than the ability to investigate crime. It requires an understanding of people, institutions, technology and the systems through which justice is delivered.

Praveen Sood’s career in the Indian Police Service has spanned these different dimensions. An engineer by education, he moved through district policing, city administration, traffic management and senior leadership in Karnataka before taking charge of India’s Central Bureau of Investigation (CBI) in May 2023.

An officer of the 1986 batch of the IPS, belonging to the Karnataka cadre, Sood brought nearly four decades of police service to the country’s principal central investigative agency. His professional journey reflects a career that has encompassed conventional policing as well as the growing role of technology in criminal investigation.

From IIT Delhi to the Indian Police Service

Sood graduated in Civil Engineering from the Indian Institute of Technology Delhi. He subsequently pursued postgraduate studies in Public Policy and Management at the Indian Institute of Management Bengaluru and the Maxwell School of Governance at Syracuse University in New York.

The combination of technical education and public policy formed part of his professional background before he rose through the police hierarchy.

His early career took him into field policing in Karnataka, including assignments as Superintendent of Police in Bellary and Raichur. These district-level responsibilities preceded his movement into increasingly specialised and senior positions within the state police.

He also served as an adviser to the Government of Mauritius, an overseas assignment that added an international dimension to his policing experience.

The Many Dimensions of Policing

As his career progressed, Sood held several important positions in Karnataka, including Commissioner of Police in Mysuru and Bengaluru, Additional Commissioner of Police for Traffic in Bengaluru, and senior leadership roles in the state’s police administration.

His responsibilities extended beyond city policing. He served as Principal Secretary (Home), Director General of Police for Internal Security, and Director General of the Criminal Investigation Department (CID).

Each of these positions carried a different institutional responsibility, from managing public order and traffic to overseeing specialist investigative and internal security functions.

Traffic management and road safety became particularly prominent parts of his professional record. He received the Prince Michael International Road Safety Award in 2006 for his contribution to road safety and traffic management. In 2011, he received the National e-Governance Gold Award for the innovative use of technology in traffic management.

These recognitions placed technology-enabled public services among the documented highlights of his career.

Bringing Technology into Criminal Justice

One of the significant aspects of Sood’s professional record is his work on strengthening the Crime and Criminal Tracking Network & Systems (CCTNS) and the Interoperable Criminal Justice System (ICJS) in Karnataka, in coordination with the judiciary.

Both systems are concerned with the use of digital infrastructure to support the functioning of criminal justice institutions.

CCTNS connects police stations and supports the digital handling of crime-related information. ICJS seeks to improve interoperability among institutions involved in the criminal justice process.

Their significance lies in the wider transformation of policing, where the handling of information and coordination between institutions have become increasingly important to investigations.

Sood’s documented involvement in strengthening these systems provides a link between his technical education and his later responsibilities in criminal investigation. It also forms part of the experience he carried into his subsequent national role.

Leading Karnataka Police

In January 2020, Sood became Director General of Police of Karnataka, placing him at the head of the state’s police force.

The position brought together the different strands of his career: district policing, urban law and order, traffic administration, internal security and criminal investigation.

His record of service had also earned him several distinctions. He received the Karnataka Chief Minister’s Gold Medal for Excellence in Service in 1996, the Police Medal for Meritorious Service in 2002, and the President’s Police Medal for Distinguished Service in 2011.

These awards, alongside his recognition for traffic management and road safety, form part of the official record of his career.

Taking Charge of the CBI

On 25 May 2023, Sood assumed charge as Director of the Central Bureau of Investigation.

The appointment brought him from the leadership of a state police force to an agency responsible for investigating cases of national importance and matters with interstate and international ramifications.

His previous experience included supervising investigations involving high-net-worth individuals, cybercrime, information technology and cases requiring coordination across jurisdictions.

At the CBI, the responsibilities of the office extend beyond individual investigations. The agency must coordinate with other law-enforcement bodies, pursue complex cases and work within the legal and procedural framework governing criminal investigation.

Sood’s appointment therefore marked a new stage in a career that had already covered operational policing, administration and the use of technology in law enforcement.

A Changing Landscape of Investigation

During Sood’s tenure, the CBI continued to work on international police cooperation and the modernisation of investigative processes.

A notable institutional development came on 7 January 2025, when the BHARATPOL portal was launched. Developed by the CBI, the platform was designed to facilitate international police cooperation and connect Indian law-enforcement agencies with the INTERPOL network.

The initiative reflects the growing importance of coordination when investigations cross national borders. It also illustrates the expanding technological dimension of the CBI’s work.

A Career Across Institutions

From civil engineering at IIT Delhi to senior leadership in Karnataka Police and the CBI, Praveen Sood’s career has crossed several areas of public service.

His career brings together district policing, traffic management, criminal investigation, internal security and digital systems supporting the justice process.

As Director of the CBI, he took responsibility for an institution whose work often extends across jurisdictions and borders. His career offers a view of how the demands of policing have expanded, with traditional investigation increasingly intersecting with technology, institutional coordination and international cooperation.
