It was a proud moment for Bihar’s Motihari district when their police chief’s well researched work was picked up by the country’s premier investigating agency, CBI, to feature in its bulletin. 2012-batch IPS officer and SP of Motihari district, Dr. Kumar Ashish’s research article named Data Governance: Issues and Challenges found pride of place in the quarterly CBI Bulletin, widely recognized as one of the most prestigious journals on policing and all its aspects.
Dr. Kumar Ashish’s work was published in the January-March edition of CBI’s quarterly journal. It explains the importance of data governance to ensure stability, rule of law and order in society.
Other than the CBI Bulletin, Dr Kumar Ashish writes frequently on these matters for various other journals, too. Indian Masterminds interacted with him to know more about his research work and its various aspects.
PROACTIVE POLICING IS NEED OF THE HOUR
The rapidly changing scenario in policing has necessitated a change in the policing style, too. “That is why we have to follow modern policing and make changes; otherwise we will not be able to cater to the needs of a growing population and its growing needs,both technologically and scientifically. Nowadays, instead of reactive policing, we have to focus on proactive policing. And, accordingly, we have to promote data management.” Dr Kumar said.
ABOUT HIS RESEARCH WORK
His research work published in the CBI journal presents the concept of a new implementable framework for data governance in modern policing along with being useful for enhancing the efficiency and efficiency of all policemen. Crime prevention through data analysis and management is more important today than ever for modern policing. Be it organized criminal gangs, cyber crime, economic crime or use of modern technology like fingerprint, facial recognition technology etc., data governance is now indispensable for policing.
A highly robust data governance framework is needed now more than ever to keep state-of-the-art policing in sync with the changing technological revolution. In his research work, Dr Kumar has highlighted the innovative initiatives like the CCTNS and NATGRID as positive steps in this direction.
This was not the first time that Dr. Kumar’s work got published in the CBI journal. Last year, his article on a particular Bihar case also got featured in it. In August 2020, the Union Home Minister’s Medal for Research Excellence in Investigation was given for speedy resolution, action and getting all the seven accused life imprisonment and fine within eight months, in the sensational case of gang rape in Kodobadi police station area of Kishanganj district. Appreciating this great work, the CBI had featured it in its bulletin last year.
ABOUT THE OFFICER
Dr Kumar Ashish is known for his work against drugs, intoxication and alcoholism in Bihar. He was felicitated by CM Nitish Kumar for his untiring work in these fields. His initiatives, ‘Coffee with SP’, ‘Send a Postcard to Police’ and ‘Plant 3 Trees’ have been much appreciated by the public. His drug de-addiction campaign has been quite successful in many districts of the dry state, Bihar.
He has done his doctorate in French Language from JNU, New Delhi. He often holds discussions with the local youths on preparation for competitive exams, where he gives example of his own inspiring UPSC journey. He especially talks about how his choice of French Literature as an optional had taken people by surprise and many had even advised against it.
An IPS officer of 2012-batch Bihar cadre, Dr Kumar has served as Superintendent of Police in Madhepura, Nalanda, Kishanganj, and is currently posted as Superintendent of Police in Motihari (East Champaran), Bihar.
