Patna: The Bihar government has prepared a draft of the Bihar Building Bye-Laws 2026 as part of its ongoing Deregulation 1.0 and 2.0 reforms. The proposed rules aim to simplify building approvals, encourage mixed-use development and improve the ease of doing business.
A high-level review meeting was jointly chaired by K.K. Pathak, Special Secretary, Cabinet Secretariat, Government of India, and Pratyaya Amrit, Chief Secretary, Bihar.
Self-Certification for Low-Risk Buildings
Under the proposed Bihar Building Bye-Laws 2026, low-risk buildings will get a self-certification facility, reducing the need for lengthy approval procedures. Medium-risk buildings will undergo third-party inspections.
The reforms also seek to reduce losses related to commercial plots and encourage mixed-use development across the state.
Bihar EoDB Bill 2026
The Bihar Ease of Doing Business (EoDB) Bill 2026 received approval from the state legislature on July 23. It aims to reduce regulatory hurdles for businesses and industries.
The framework provides for relief from dual licensing, while MSMEs can receive approvals through self-declaration and gain protection from certain inspections.
Digital Governance Gets a Push
Bihar has also launched a centralised digital repository for government rules, laws and orders. The portal went live on June 19 and has already uploaded more than 2,000 documents.
The RTPS auto-appeal system was launched on June 23 following Cabinet approval, aiming to make public service delivery more accountable and efficient.
Other reforms include removing the requirement for Change of Land Use (CLU) in specified cases, speeding up electricity connections and removing minimum land requirements for private schools.
Health and Tourism Reforms
The government plans to develop an integrated health licensing portal to simplify licensing procedures in the healthcare sector. The State Health Society will soon initiate the tendering process.
Tourism regulations have also been simplified under the Mukhyamantri Homestay Protsahan Niti 2026, making it easier to promote homestays and tourism-related opportunities.
The reforms reflect Bihar’s broader effort to reduce regulatory barriers, speed up approvals and create a more business-friendly environment for citizens, MSMEs and investors.
