In the corridors of Patna’s Old Secretariat, the air is thick with the scent of change. As Bihar’s first BJP Chief Minister takes charge, the state isn’t just witnessing a political transition; it is undergoing a complete bureaucratic DNA transplant. The era of the “Silent Secretariat” is being replaced by a high-octane “Action Hub,” and three names are currently doing the round in power corridors.

If you want to know where Bihar is headed, you need to watch the “Power Trio”: Sanjay Kumar, Kundan Krishnan, and Jitendra Singh Gangwar.

The Intellectual Anchor: Sanjay Kumar

Every transformative government needs a “clean-up man,” and in the 1990-batch IAS officer Sanjay Kumar, the new government may have found its administrative architect. A St. Stephen’s alumnus with a sharp intellectual edge, Kumar is remembered for his “no-nonsense” reforms in the Education department before moving to the Center.

Kumar represents the return of meritocracy. He might return to the state where he is tipped for a decisive role in the CMO. His task? To dismantle the legacy “Kitchen Cabinet” and install a performance-driven delivery system.

The Iron Fist: Kundan Krishnan

If the new government wants to send a shiver down the spines of organized crime syndicates, they look to Kundan Krishnan. The 1994-batch IPS officer is a field legend. Known for leading from the front in STF operations, Krishnan belongs to that rare breed of officers whose reputation precedes their arrival in a district.

The new dispensation is keen on an “Uttar Pradesh-style” security overhaul. In this playbook, Krishnan is the “Enforcer.” Whether he takes over as DGP or heads a revitalized State Intelligence and Operations wing, his appointment would be a loud signal that the days of “political protection” for criminals are over.

The Strategist: Jitendra Singh Gangwar

While Krishnan is the sword, Jitendra Singh Gangwar (1993-batch IPS) is the shield and the brain. Currently managing the intricate machinery of the Police Headquarters, Gangwar is the man who knows where every bolt in the Bihar Police system is tightened.

Articulate and strategically sound, Gangwar has been the steady face of the force for years. In the new dispensation, he is likely to be the “Transition Manager” – either as a top contender for the DGP post or as the head of Vigilance, ensuring that the state’s internal policing is as sharp as its field work.

The “Double Engine” Bureaucracy

The shift we are seeing is more than just a reshuffle; it is a realignment. For twenty years, Bihar’s bureaucracy was tuned to the specific, nuanced frequency of Nitish Kumar. Today, the frequency has changed to a higher, more aggressive pitch.

As mass transfers of DMs and SPs loom on the horizon, the positioning of these three “Masterminds” will determine whether Bihar’s new government can deliver on its promise of a Strong Bihar. The board is set, the pieces are moving, and the “Patna Power Play” has officially begun.
