Patna: The Bihar Cabinet on Wednesday approved 24 decisions covering higher education, agriculture, dairy, livestock, healthcare, fisheries, administration and infrastructure. Among the major decisions were the establishment of Mata Sita Women’s University in Patna and Rashtrakavi Ramdhari Singh ‘Dinkar’ University in Begusarai.
The meeting, chaired by Chief Minister Samrat Choudhary, also approved a new sugar mill at Warisaliganj in Nawada, revised salaries and allowances for chairpersons and vice-chairpersons of various state boards and commissions, and financial support for livestock farmers.
Additional Chief Secretary of the Cabinet Secretariat Department Arvind Kumar Chaudhary announced the decisions at a post-Cabinet briefing.
Two New Universities Approved
The Cabinet approved the establishment of Mata Sita Women’s University in Patna and Rashtrakavi Ramdhari Singh ‘Dinkar’ University in Begusarai under the Bihar Special University Act, 2026.
The Patna university will have jurisdiction over constituent and affiliated women’s colleges in Patna, except those under Patna University. The new institution is aimed at expanding the higher education network available to women students in the state.
For Begusarai, the new Dinkar University will cover constituent and affiliated colleges in Begusarai and Khagaria. Colleges under Kameshwar Singh Darbhanga Sanskrit University will remain outside its jurisdiction.
The Cabinet approved ₹15 crore each for the two universities towards salaries and other establishment-related expenses of officers and employees.
The decision to establish the Dinkar University was taken on the birth anniversary of Rashtrakavi Ramdhari Singh Dinkar. The government has linked the institution with carrying forward his literary legacy and spirit of national consciousness among the younger generation.

Board and Commission Allowances Revised
The Cabinet approved revised allowances for chairpersons, vice-chairpersons and other dignitaries of state commissions, boards and committees.
Their monthly salary has been increased from ₹25,000 to ₹65,000, while the daily allowance has risen from ₹1,000 to ₹3,500.
Hospitality allowances for different ministerial categories have been revised as follows:
- Minister category: ₹30,000, up from ₹18,000
- Minister of State category: ₹29,500, up from ₹17,500
- Deputy Minister category: ₹29,000, up from ₹17,000
The Cabinet also approved a consolidated monthly payment of ₹50,000 for members of the Bihar State Fishermen Commission. This amount will cover honorarium, vehicle allowance and mobile recharge facilities.
New Sugar Mill Planned in Nawada
A major industrial and agricultural decision was the approval for setting up a new sugar mill at Warisaliganj in Nawada district.
The Revenue and Land Reforms Department has transferred 99.39 acres at Mauja Makanpur in Warisaliganj Circle to the Sugarcane Industries Department for the project.
Chief Minister Samrat Choudhary said the proposed sugar mill would attract more than ₹500 crore in investment and directly benefit thousands of farmers in Nawada, Nalanda, Sheikhpura and Jamui.
The project is expected to strengthen the sugarcane-based economy in the region while creating opportunities linked to agriculture and agro-industry.
₹160 Crore Support for Livestock Farmers
The Cabinet approved ₹160 crore under the Mukhya Mantri Gaudhan Vikas Rinn Yojana for three years from 2026-27 to 2028-29.
Under the scheme, livestock farmers will receive a 100% subsidy on the interest charged on bank loans. The initiative is intended to support cattle rearers, strengthen milk production and create rural livelihood opportunities.
The decision is part of the government’s wider focus on livestock-based economic activity and rural employment.
₹126 Crore Dairy Expansion in Kosi Region
Under Saat Nischay-3, the Cabinet approved dairy development projects in Supaul, Madhepura and Saharsa through the Kosi Milk Producers’ Cooperative Union Ltd., Supaul, and COMFED, Patna.
The projects will be implemented during 2026-27 and 2027-28 at an estimated cost of ₹126 crore.
The planned facilities include a curd plant, premium ice cream plant, Total Mixed Ration plant, buffalo heifer farm and sex-sorted semen facilities. The project will also support the formation of new Dairy Cooperative Societies and the installation of milk chilling plants and Instant Milk Chilling Systems for Bulk Milk Chilling Units.
Together, these facilities are aimed at strengthening dairy infrastructure and improving livelihood opportunities for livestock farmers in the Kosi region.
Land Transfers and Administrative Decisions
The Cabinet approved the appointment of Kanak Kumari in the Bihar government on compassionate grounds. She is the dependent wife of late Subedar Santosh Kumar, who was martyred in Leh on February 16, 2025, during a war or war-like situation.
Land was also transferred to the Union Home Ministry for security infrastructure. 35 decimal of land in Katihar was approved for an Intelligence Bureau post office-cum-residential complex against payment of ₹99 lakh.
Similarly, 17.02 decimals of land in Jehanabad were approved for construction of an SIB office-cum-residential building against payment of ₹1.07 crore.
The Cabinet also approved the official naming of the underground subway constructed by Patna Smart City Ltd near the GPO roundabout as “Acharya Kishore Kunal Sub-Way.” The subway connects the Multi Modal Hub with Patna Junction.
E-SushrutNX to Digitise Healthcare Services
The Cabinet approved implementation of the e-SushrutNX application, developed by C-DAC, in 12 medical institutions across Bihar.
The system will digitise several hospital processes, beginning with patient registration and extending to different procedures during treatment. The government said the initiative will help integrate healthcare services with modern technology and make access simpler, more transparent and convenient.
An amount of ₹29.79 crore has been approved for implementation over three years.
Livestock Census and Fisheries Projects
The Cabinet approved the creation of 81 posts for the centrally sponsored Livestock Census and Integrated Sample Survey scheme. The initiative will help estimate the production of milk, eggs, meat and wool.
An amount of ₹5.21 crore has been sanctioned for the scheme in the current financial year.
Another major approval was ₹195.28 crore for transforming the Siwan Wetlands Cluster into an integrated aquaculture and export-oriented value chain under the Fisheries and Aquaculture Infrastructure Development Fund.
The project will cover areas including Basantpur, Bhagwanpur Hat and Goriakothi.
Prison Remission and Samanvay Portal
The Cabinet approved the Law Department’s proposal for the release of convicted prisoners by granting remission as a one-time measure on October 2, 2026, on the occasion of Mahatma Gandhi’s birth anniversary.
The state government proposes to extend special remission to convicted prisoners belonging to identified categories.
The Cabinet also approved the selection of the National Informatics Centre (NIC) on a nomination basis to develop a Samanvay Portal. The portal will help Bihar departments monitor and coordinate matters pending with various ministries and departments of the Central Government.
The 24 decisions together cover higher education, rural livelihoods, agriculture-linked industries, dairy, fisheries, healthcare, administration and public infrastructure, marking a broad policy agenda for the state.
