Patna: Bihar’s Director General of Police (DGP) Vinay Kumar, an IPS officer of 1991 batch, has announced strict measures to ensure accountability within the state police force. Officers who fail to appear in court as witnesses in criminal trials will now face salary deductions. This decision aims to streamline legal proceedings, which have often been delayed due to the absence of police witnesses.

The Problem at Hand
Despite being listed as key witnesses in numerous criminal cases, many police officers have routinely skipped court appearances. These no-shows have led to repeated adjournments and significant judicial delays – especially in Bihar’s “speedy trial” cases, which are designed to expedite justice in serious criminal matters.

According to officials, this negligence is undermining the judicial process and eroding public confidence in law enforcement.

The DGP’s Directive
DGP Vinay Kumar has made it clear that appearing in court is a non-negotiable duty for police officers. Salaries will be withheld for any officer who ignores a court summons without a valid reason. The directive is intended to enforce greater accountability and discipline within the force.

Tech-Based Monitoring
To support this initiative, the Bihar Police is launching a digital portal for more efficient management of court summons. The system will track and notify all officers required to testify – regardless of their rank or posting – and maintain records of summons delivery. It will also aid in logistical planning, helping ensure timely court appearances and advancing digital governance in the state’s policing practices.
