Patna: The Bihar Cabinet, chaired by Chief Minister Samrat Choudhary, approved 30 decisions on Wednesday, covering green energy, agriculture, health, infrastructure, aviation, education, employment and law and order. Among the key decisions was approval of the draft Bihar Green Hydrogen Policy, 2026, aimed at promoting renewable energy, reducing dependence on imported natural gas and cutting carbon emissions.
The Cabinet also approved ₹2,761.55 crore for solarising the remaining 2,554 agricultural feeders, revised the cost of rural electrification in Kaimur and Rohtas, reduced VAT on Aviation Turbine Fuel at RCS-concessional airports and cleared new administrative posts for two specialised universities.
Bihar Green Hydrogen Policy Sets 2031 Targets
The Bihar Green Hydrogen Policy, 2026 is aligned with the National Green Hydrogen Mission, launched by the Centre in 2023. The state policy will support production, consumption and market creation for green hydrogen, along with electrolyser manufacturing and other parts of the green hydrogen value chain.
According to the Cabinet Secretariat Department, the policy is intended to support decarbonisation and the broader goal of achieving net-zero emissions.
Bihar has set a target of producing 0.1 million metric tonnes, or 1 lakh tonnes, of green hydrogen annually by 2031. The policy also envisages establishing 1 GW of electrolyser capacity and around 2.5 GW of renewable energy capacity through green hydrogen and related projects.
The government expects the policy to attract approximately ₹16,000 crore in investment and create around 12,000 direct and indirect employment opportunities. The Bihar Renewable Energy Development Agency (BREDA) has been designated as the nodal agency for implementation.
The move follows a review of the draft policy by Chief Minister Samrat Choudhary on September 21, when officials presented plans for building a green hydrogen economy in Bihar.

₹2,761.55 Crore Approved to Solarise Agricultural Feeders
The Cabinet approved ₹2,761.55 crore for solarising the remaining 2,554 agricultural feeders in Bihar.
Of this, ₹2,714.25 crore will be provided as subsidy for installing solar power plants with a combined capacity of 2,585 MW. Another ₹47.30 crore will be given as incentives to Gram Panchayats for implementation at 946 electrical substations.
The decision is aimed at expanding green energy use in agriculture while supporting farmers and increasing their income.
Rural Electrification Gets Revised Approval
The Cabinet also approved a revised cost of ₹351.85 crore for grid electrification of 21,644 households in 177 habitations covering 132 villages in Kaimur and Rohtas districts.
The project falls under the jurisdiction of the South Bihar Power Distribution Company Ltd. and was originally sanctioned at ₹117.80 crore under the Revamped Distribution Sector Scheme (RDSS). The revised approval increases the project cost to ₹351.85 crore.
ATF VAT Reduced to Zero at RCS Airports
To support regional air connectivity, Bihar reduced the VAT rate on Aviation Turbine Fuel (ATF) from 1% to zero at airports covered under the Regional Connectivity Scheme (RCS).
The VAT rate on aircraft fuel had earlier been reduced from 29% to a uniform 4% in June 2025. The latest decision is expected to support the expansion of regional flights and contribute to economic activity in the state.
Two Universities Get 34 New Posts Each
The Cabinet approved the creation of 34 posts of officers and employees for the administrative functioning of the Dr Shyama Prasad Mukherjee Artificial Intelligence and Computer Science University, Bhagalpur.
The move is intended to provide the university with the human resources required for smooth administration and support Bihar’s development in artificial intelligence and computer science.
Another 34 posts were approved for the Shaheed Jubba Sahni University of Architecture and Civil Engineering, Muzaffarpur, to strengthen its administrative functioning and support education in architecture and civil engineering.
The Cabinet also approved the contractual engagement of 35 posts for the Buddha Samyak Darshan Museum-cum-Memorial Stupa, Vaishali, as well as the Directorate of Museums and Government Museums. The appointments will be for 11 months or until regular appointments are made, whichever is earlier.
Chief Minister Hemophilia Scheme Approved
The Cabinet approved the Mukhya Mantri Hemophilia Yojana under the Mukhya Mantri Chikitsa Sahayta Kosh to provide improved treatment to hemophilia patients in Bihar.
The government stated that 255 hemophilia patients are currently identified in the state. The scheme will use Emicizumab, a medicine used to prevent bleeding and associated complications.
According to the Cabinet briefing, one vial costs ₹39,723, while a patient weighing 30 kg requires 78 vials. The scheme is intended to provide better and more consistent healthcare support to patients.
₹62.52 Crore for Water Cannons and Vajra Vehicles
For strengthening law-and-order preparedness, the Cabinet approved the purchase of 30 water cannons at ₹88 lakh each, costing ₹26.40 crore.
It also approved 86 new Vajra vehicles at ₹42 lakh each, costing ₹36.12 crore. Together, the two purchases will cost ₹62.52 crore.
The vehicles will support police operations during crowd-control situations, riots, festivals, fairs, election rallies, emergencies and the movement of distinguished dignitaries.
NBCC to Support Bihar State Housing Board Projects
The Cabinet authorised the Bihar State Housing Board (BSHB) to sign MoUs with NBCC (India) Ltd. for two self-financed projects in Patna.
One involves redevelopment of the dilapidated BSHB residential colony at Bahadurpur Sector-6. The second covers a self-financed project on 8.5 acres at Sector-5 near the TV Tower.
The Housing Board has also been authorised to take consequential decisions required for implementation of the projects.
Road and Connectivity Projects Receive Approval
The Cabinet granted revised administrative approval for a 7-km Tarapur bypass from Vanshipur on the 18th kilometre of SH-22 to Bihma in Munger district at an estimated cost of ₹115.90 crore.
Another bypass from the Rangaon-Bhagalpura Road to Dhauni via Bisay was approved at ₹87.63 crore under Saat Nischay-2’s Sulabh Samparkta initiative.
The Cabinet also approved construction of a two-lane down ramp from the Mithapur-Mahuli elevated road and a two-lane at-grade road along the Parsa-Sampatchak alignment at an estimated cost of ₹82.25 crore.
The revised road project costs take into account increases in land acquisition, utility shifting and price escalation.
More Decisions on Infrastructure, Nutrition and Skills
The Cabinet approved NOCs for laying electricity, water, telephone and optical-fibre cables, sewer lines and gas pipelines on roads and plots owned by the Road Construction Department.
Under Saksham Anganwadi and Poshan 2.0, it also approved arrangements for Recipe-Based Fortified Food Products (RBFFP) under the Take-Home Ration component. COMFED will select manufacturers and suppliers through the Quality and Cost Based Selection method under a PPP arrangement for 15 years on a BOOT basis.
The Cabinet further approved continuation of 871 Skill Development Programme centres/operators that were operational at the end of the Saat Nischay-2 period. These centres can train 2,57,440 young people annually and are expected to create 4,572 direct employment opportunities.
Legal Metrology Rules Also Cleared
The Cabinet approved the Bihar Legal Metrology (GATC) Rules, 2026, enabling verification and stamping of weights and measuring instruments through third parties.
Overall, the 30 decisions span renewable energy, agricultural power, healthcare, higher education, aviation, roads, housing, nutrition, skills and public safety. The Green Hydrogen Policy and large-scale solarisation plan place renewable energy among the major focus areas of the latest Bihar Cabinet decisions, while the other approvals address infrastructure and public-service requirements across the state.
