Patna: Bihar has set a 30-day deadline to activate video conferencing facilities in all police stations, aiming to improve communication between police stations and senior officers and enable faster coordination on important cases and administrative matters.
The directive was issued during a review meeting chaired by Home Department Principal Secretary Pankaj Kumar to assess progress on announcements made by the Chief Minister and directions issued during various government meetings.
The review covered several areas, including police modernisation, pending forensic reports, speedy trials and security arrangements for competitive examinations.
Video Conferencing to Strengthen Police Coordination
The Principal Secretary directed officials to ensure that video conferencing facilities become operational in every police station across Bihar within the next 30 days.
The facility is expected to make communication between police stations and senior police officers quicker and more effective. Instead of relying only on physical meetings or conventional communication channels, officials will be able to coordinate through video links when required.
The move could be particularly useful for reviewing investigations, discussing operational issues and communicating urgent instructions across districts.
The department has been asked to ensure that the facility becomes functional within the prescribed timeline rather than remaining limited to infrastructure installation.
Focus on Pending Forensic Reports
The meeting also reviewed cases where forensic examination results are still pending.
Pankaj Kumar directed officials to ensure the early disposal of cases involving pending forensic reports. He stressed that delays in forensic results should not affect investigations or judicial proceedings.
Officials have been asked to regularly review pending cases and take steps for their speedy disposal.
For criminal investigations, forensic evidence can play an important role in establishing facts and supporting prosecution. Delays in receiving reports can therefore slow down investigation as well as subsequent legal proceedings.
The review aims to improve coordination and ensure that pending forensic matters do not become a prolonged bottleneck.
Speedy Trials Under Review
The Principal Secretary also reviewed cases related to speedy trials and directed officials to take effective steps for their faster completion.
He emphasised better coordination among the departments and agencies involved in such cases so that proceedings can move forward without avoidable delays.
The focus on speedy trials forms part of the broader effort to strengthen the criminal justice process by improving coordination between investigation, prosecution and other concerned agencies.
Regular monitoring of such cases is expected to help identify delays and ensure timely action.
Security Plan for Competitive Examinations
The meeting also discussed security arrangements for competitive examinations conducted by various commissions.
The Principal Secretary directed the Police Headquarters to coordinate with district administrations and monitor the examinations in mission mode.
The instructions cover security at examination centres, movement of candidates and other arrangements required for smooth conduct of the examinations.
Particular attention has been given to traffic management on examination days. Officials have been directed to ensure smooth traffic movement in cities hosting examination centres so that candidates can reach their centres without difficulty.
At the same time, authorities have been asked to ensure that examination-related traffic arrangements do not unnecessarily disrupt the movement of ordinary citizens.
This coordination will become increasingly important when large numbers of candidates travel to examination centres across Bihar.
District-Wise Progress to Be Monitored
The Home Department has also directed all concerned officials to regularly submit updated district-wise progress reports on the implementation of the Chief Minister’s announcements and directions issued during various meetings.
The Principal Secretary emphasised timely completion, quality of work and effective monitoring of the initiatives under review.
The district-wise reporting mechanism is expected to provide the department with a clearer picture of progress and help identify areas where implementation is falling behind schedule.
Wider Push for Faster Police and Administrative Response
The directions issued during the meeting bring together several aspects of policing and public administration, from digital communication and forensic investigations to court cases and examination security.
