New Delhi: Bitra Sai Sreenivas, an Executive Engineer (Civil) of the Central Engineering Service (Roads) under the Ministry of Road Transport and Highways (MoRTH), has been appointed as Deputy Director (Engineering) in the Development Wing of the Ministry of Ports, Shipping and Waterways.
According to the appointment details, Sreenivas will take up the new responsibility on a deputation basis for a period of three years, beginning from the date he joins the post.
The move brings an experienced civil engineering officer with a background in road and infrastructure development into the ministry responsible for India’s ports, shipping and waterways sector.
From Road Infrastructure to Maritime Administration
Sreenivas is part of the Central Engineering Service (Roads) and has worked in infrastructure-related assignments under MoRTH. Before his latest move, he was serving as an Executive Engineer (Civil) in the CES (Roads), Vijayawada.
His career in central government engineering services has included field and project responsibilities. A 2019 MoRTH office order shows his posting to the Regional Office, Vijayawada, as part of the 2017 batch of Assistant Executive Engineers in the Central Engineering Services (Roads).
His professional profile also includes work as an Assistant Project Director with MoRTH. IIT Kanpur’s School of Civil Engineering records that he was working with the ministry in this capacity when he participated in a career interaction for civil engineering students.
IIT Kanpur Civil Engineering Alumnus
Sreenivas has an academic background in civil engineering from IIT Kanpur.
IIT Kanpur records identify him as a Y10 Civil Engineering alumnus, indicating that he entered the institute in 2010. The institute’s 2014 convocation brochure lists Bitra Sai Sreenivas among the graduates of the Civil Engineering programme.
His academic background in civil engineering has been followed by professional assignments across public infrastructure and government engineering services.
Early Career in Andhra Pradesh
Before moving into central government engineering services, Sreenivas worked as an Assistant Executive Engineer in the Andhra Pradesh Water Resources Department.
The IIT Kanpur School of Civil Engineering’s publication notes both his experience in the Andhra Pradesh Water Resources Department and his subsequent role as an Assistant Project Director with MoRTH.
This early experience gave him exposure to public-sector engineering and water-resource infrastructure before his career expanded into central government road and infrastructure assignments.

Sreenivas subsequently joined the Central Engineering Service (Roads) under MoRTH. His assignments have included responsibilities connected with project implementation and civil engineering works.
MoRTH’s records also identify him among officers of the 2017 batch of Assistant Executive Engineers and show his posting to the Regional Office in Vijayawada.
More recent MoRTH records list him in the seniority framework for Executive Engineer (Civil) officers of the Central Engineering Service (Roads), further confirming his progression within the engineering cadre.
Three-Year Deputation to Ports Ministry
In his new assignment, Sreenivas will serve as Deputy Director (Engineering) in the Development Wing of the Ministry of Ports, Shipping and Waterways.
The deputation is for three years from the date of joining. The role will place his civil engineering and infrastructure experience within a ministry dealing with the development and administration of India’s ports, shipping and waterways ecosystem.
His move also reflects the movement of specialised technical officers between central ministries, where engineering expertise can be deployed across different infrastructure sectors.
