Dehradun: The Uttarakhand government has carried out a late-night administrative reshuffle involving six officers, including three IAS officers, assigning new responsibilities across key departments such as Home, Revenue, Housing, Civil Aviation, Agriculture, Urban Development and Social Welfare.
The orders were issued by the Personnel and Vigilance Department on August 25, 2026, and the changes have been made with immediate effect.
Among the key changes, 2012-batch IAS officer Vijay Kumar Jogdande has been given charge as Additional Secretary, Home Department, while 2013-batch IAS officer Dr. Anand Srivastava has been relieved of the Revenue portfolio.
Vijay Kumar Jogdande Gets Additional Charge of Home
Vijay Kumar Jogdande, IAS (2012), was serving as Additional Secretary, AYUSH and AYUSH Education, and Elections, besides holding the responsibilities of Staff Officer to the Chief Secretary and Additional Chief Electoral Officer, Uttarakhand.
Under the latest order, Jogdande has been assigned the additional responsibility of Additional Secretary, Home Department.
Importantly, the order does not relieve him of any of his existing responsibilities. He will therefore continue with his current assignments while also handling the Home Department.
Anand Srivastava Relieved of Revenue Department
Dr. Anand Srivastava, IAS (2013), who was serving as Additional Secretary, Revenue, Agriculture and Farmers’ Welfare Departments, has been given new responsibilities.
He has been relieved of the charge of Additional Secretary, Revenue Department.
Srivastava has now been assigned the responsibility of Additional Secretary, Civil Aviation, along with the charge of Director General, Agriculture and Horticulture Departments.
The move effectively takes the Revenue portfolio away from Srivastava while expanding his responsibilities in the Civil Aviation and agriculture sectors.
Vinod Giri Goswami Relieved of Housing Department
Vinod Giri Goswami, IAS (2017), was handling multiple responsibilities, including Additional Secretary, Urban Development and Housing Department, Director, Urban Development Directorate, Dehradun, and Chief Executive Officer, Bhagirathi River Valley Development Authority.
Under the reshuffle, Goswami has been relieved of the responsibility of Additional Secretary, Housing Department.
His other existing responsibilities, including Urban Development and the Bhagirathi River Valley Development Authority, remain unchanged.
Changes Among PCS and Secretariat Service Officers
The reshuffle also includes changes involving a PCS officer and two Secretariat Service officers.
Sundar Lal Semwal, PCS, who was serving as Additional Secretary, Secretariat Administration Department and Social Welfare, besides Managing Director, Multipurpose Finance Development Corporation, and Commissioner, Divyangjan/Persons with Disabilities, Uttarakhand, has been relieved of the responsibility of Additional Secretary, Social Welfare Department.
His other assignments remain unchanged.
Sunil Singh, Secretariat Service, who was serving as Additional Secretary, Revenue and Home Department, has been relieved of the Home Department responsibility. He has now been appointed Additional Secretary, Housing Department.
Meanwhile, Mahima Raikali, Secretariat Service, who was awaiting posting, has been assigned the responsibility of Additional Secretary, Revenue and Sainik Kalyan/Ex-Servicemen Welfare Department.
Six Officers Get New Responsibilities With Immediate Effect
The latest order covers six officers and involves changes in several important portfolios.
The key changes are:
- Vijay Kumar Jogdande, IAS (2012): Additional Secretary, Home Department, in addition to existing charges.
- Dr. Anand Srivastava, IAS (2013): Relieved of Revenue; gets Additional Secretary, Civil Aviation and Director General, Agriculture & Horticulture.
- Vinod Giri Goswami, IAS (2017): Relieved of Additional Secretary, Housing; other charges continue.
- Sundar Lal Semwal, PCS: Relieved of Additional Secretary, Social Welfare; other charges continue.
- Sunil Singh, Secretariat Service: Relieved of Home; appointed Additional Secretary, Housing.
- Mahima Raikali, Secretariat Service: Appointed Additional Secretary, Revenue and Sainik Kalyan.
Orders Effective Immediately
According to the government order, all six officers are required to assume their newly assigned responsibilities with immediate effect.
The Personnel and Vigilance Department has also directed the concerned officers to submit the required details and relevant documents to Personnel and Vigilance Section-01 after assuming their new charges.
Copies of the order have been forwarded to the Principal Secretary to the Chief Minister, Secretary to the Governor, and all Principal Secretaries and Secretaries of the Uttarakhand government for necessary action.
