New Delhi: The Central Government on Monday issued a series of appointment, additional charge and tenure extension orders involving senior officers from the IAS, IPS and other central services. The notifications include the appointment of an IPS officer to the National Human Rights Commission (NHRC), the assignment of additional charge of the Department of Sports to a senior IAS officer, a new Officer on Special Duty (OSD) appointment in the Ministry of Electronics and Information Technology, and an extension of deputation tenure for a senior officer in the Ministry of Corporate Affairs.
The appointments and recommendations were issued through official notifications and are aimed at ensuring continuity in administration across key departments and institutions.
Manish Singh Appointed SSP in NHRC
Manish Singh (IPS:2013), currently serving as Director in the Bureau of Police Research and Development (BPR&D), has been appointed as Senior Superintendent of Police (SSP) in the National Human Rights Commission (NHRC).
According to the notification, Singh has been appointed on a lateral shift basis from the date he assumes charge of the post and will continue in the position up to November 13, 2030. His central deputation tenure is counted with effect from November 14, 2025.
The appointment places the Gujarat cadre IPS officer in a key position within the NHRC, which plays a crucial role in safeguarding and promoting human rights across the country.
Pallavi Jain Govil Given Additional Charge of Sports Secretary
In another significant development, Pallavi Jain Govil (IAS:1994), currently serving as Secretary, Department of Youth Affairs, has been entrusted with the additional charge of Secretary, Department of Sports.
The arrangement will remain in effect until June 14, 2026, during the leave period of Hari Ranjan Rao (IAS:1994), who presently holds the post of Secretary, Department of Sports.
Govil’s additional responsibility ensures continuity in the functioning of the Sports Department during the temporary absence of the incumbent secretary.
Navneet Kumar Appointed OSD to Union Minister Ashwini Vaishnaw
Navneet Kumar (ICAS:2014) has been appointed as Officer on Special Duty (OSD) at the level of Deputy Secretary to Union Minister Ashwini Vaishnaw.
The appointment is in the Ministry of Electronics and Information Technology, where Kumar will assist the minister, who currently handles the portfolios of Electronics & Information Technology, Railways, and Information & Broadcasting.
The tenure of the appointment has been fixed for four years, reflecting the government’s emphasis on strengthening ministerial support structures in strategically important sectors such as digital governance, technology, communications and railways.
Tenure of Hemant Kumar Patil Extended
The government has also approved an extension in the deputation tenure of Hemant Kumar Patil (IOFS:2002), who is serving as Director in the Ministry of Corporate Affairs.
Patil’s tenure has been extended by two years beyond August 15, 2026, and will now continue until August 15, 2028.
He has been on central deputation since August 16, 2021. The extension is expected to provide continuity in the ministry’s ongoing policy and administrative initiatives.
Administrative Continuity Across Key Institutions
The latest set of appointments highlights the government’s focus on ensuring administrative continuity and strengthening institutional capacities across important departments and constitutional bodies.
While the NHRC gains an experienced IPS officer in a senior operational role, the temporary assignment of the Sports portfolio to Pallavi Jain Govil ensures uninterrupted functioning of the ministry. Similarly, the appointment of Navneet Kumar as OSD and the extension granted to Hemant Kumar Patil are expected to support policy implementation and governance efficiency in their respective domains.
