Chhattisgarh Infrastructure Mission to Prepare 20-Year Master Plan, Annual Action Plans for Development

Chief Secretary Vikasheel directs officials to set project priorities, funding needs and timelines for roads, energy, water, irrigation and digital connectivity.

Raipur: Chhattisgarh is preparing a long-term roadmap for infrastructure development under the Chhattisgarh Infrastructure Mission, with a 20-year master plan to be supported by annual action plans. The plan will cover key sectors including roads, energy, water, irrigation, communication and digital connectivity.

A meeting was held at the state Secretariat under the chairmanship of Chief Secretary Vikasheel, a 1994-batch IAS officer, who directed officials to set clear priorities, resource requirements and timelines for infrastructure projects.

20-Year Master Plan to Guide Infrastructure Development

The proposed master plan will assess the existing infrastructure and identify future requirements across different parts of the state. It will also examine connectivity needs and areas with potential for further development.

Based on this assessment, projects will be prioritised and implemented in phases.

The master plan will focus on:

  • Roads and transportation infrastructure
  • Energy and power transmission
  • Water and irrigation
  • Communication infrastructure
  • Fibre and digital connectivity
  • Infrastructure requirements of emerging development areas

The objective is to create an integrated roadmap that can guide infrastructure development according to the changing needs of the state.

Annual Action Plans to Set Project Priorities and Timelines

Along with the 20-year master plan, the state will prepare an annual action plan to translate long-term priorities into yearly targets.

The annual plans will clearly identify:

  • Development works proposed for each year
  • Priority projects
  • Required financial and other resources
  • Implementation timelines
  • Project planning and mapping requirements

Chief Secretary Vikasheel directed officials to focus on proper planning, mapping and timely execution so that infrastructure projects can be implemented according to the defined schedules.

Focus on Roads, Energy, Water and Digital Connectivity

The Chhattisgarh Infrastructure Mission will follow an integrated approach covering major infrastructure sectors.

Officials have been asked to assess the requirements of different regions and determine what type of infrastructure needs to be developed and where it should be taken up in the coming years.

The focus areas include:

  • Road infrastructure
  • Power and transmission
  • Water resources
  • Irrigation
  • Communication
  • Fibre networks
  • Digital connectivity

This approach is intended to align infrastructure development with the specific requirements and growth potential of different parts of Chhattisgarh.

Logistics Hub Potential to Be Studied

The state will also examine the potential for developing logistics hubs as part of its broader infrastructure planning.

The assessment will form part of the effort to identify future infrastructure requirements and areas that can support economic and connectivity-related development.

New Funding Mechanisms to Be Explored

The government will examine new funding mechanisms for infrastructure projects under the mission.

Officials will study different financial options, including both public and private investment, to identify suitable funding arrangements for long-term projects.

The focus will be on exploring ways to ensure the availability of financial resources required for implementing the infrastructure roadmap over the long term.

Officials to Study Modern Infrastructure Projects in Other States

Chhattisgarh officials will also study modern infrastructure projects being developed in other states.

Chief Secretary Vikasheel has directed that exposure visits for officials be organised to understand modern technologies, project implementation methods and best practices being adopted elsewhere.

The learnings from these visits can then be considered according to the specific infrastructure requirements of Chhattisgarh.

Public Works Department to Act as Nodal Department

The Public Works Department (PWD) has been designated as the nodal department for the Chhattisgarh Infrastructure Mission.

The Chief Secretary directed the concerned departments to maintain better coordination and ensure that projects under the mission are implemented in a:

  • Time-bound manner
  • Quality-focused manner
  • Coordinated manner
  • Effective manner

The meeting was held at Mahanadi Bhawan, the state Secretariat.

Senior officials present at the meeting included Mukesh Kumar, Secretary, Chief Minister and Commercial Tax and Public Works Department; Ankit Anand, Secretary, Housing and Environment Department; and Chandan Kumar, CEO of Nava Raipur Atal Nagar Development Authority, along with other senior officials.
