Chhattisgarh Draws ₹8 Lakh Crore Investment Proposals as State Pushes High-Value Manufacturing

Chhattisgarh has attracted nearly ₹8 lakh crore in investment proposals over 18 months, with the state targeting high-value sectors such as semiconductors, AI, pharmaceuticals and green steel.

Raipur: Chhattisgarh has received investment proposals worth nearly ₹8 lakh crore over the past 18 months, as the state seeks to diversify its industrial base beyond minerals and primary processing and attract projects in high-value manufacturing and technology-intensive sectors.

The proposals have emerged under the Chhattisgarh Industrial Development Policy 2024-30, which identifies sectors such as electronics, semiconductors, artificial intelligence, pharmaceuticals, defence, engineering, data centres, textiles and agro-processing as areas for investment.

The state’s investment promotion portal lists these sectors among its focus areas, alongside automobile and engineering, steel, IT/ITeS and green technologies.

₹8 Lakh Crore Proposals Across Emerging Sectors

According to the state investment promotion platform, the proposals received during the last 18 months are expected to create more than 1.5 lakh employment opportunities.

Key sectors attracting proposals include:

  • Artificial intelligence and data centres
  • Semiconductors and electronics
  • Pharmaceuticals
  • Engineering and auto components
  • Defence and aerospace
  • Textiles and agro-processing
  • Green steel
  • IT and technology-related industries

The state has also strengthened its investment facilitation mechanisms, including an online system for tracking and facilitating investment proposals.

Semiconductor Proposals Cross ₹18,000 Crore

Semiconductor manufacturing has emerged as one of the newer areas of industrial interest in the state, with proposals in the sector crossing ₹18,000 crore, according to the state government.

An Electronics Manufacturing Cluster (EMC 2.0) has also been approved for Rajnandgaon. The cluster is expected to attract investments of more than ₹3,000 crore and generate around 9,000 employment opportunities.

AI and data-centre investments in Nava Raipur are also emerging as part of the state’s technology-focused industrial expansion.

Green Steel Becomes a Key Manufacturing Focus

Chhattisgarh is also seeking to use its existing steel-making base to expand into green steel and reduce the carbon intensity of production.

At the Chhattisgarh Green Steel Dialogue, investment commitments worth ₹13,840 crore were secured, according to the state investment promotion portal.

The state’s broader Industrial Development Policy 2024-30 provides incentives for eligible industrial projects and includes provisions for special investment facilities for large and strategically important projects.

Pharma Sector Attracts Fresh Proposals

The pharmaceutical sector has attracted investment proposals worth ₹992.53 crore over the past 18 months.

Four projects involving around ₹216 crore are currently at different stages of implementation, according to the state government.

The industrial strategy also includes value addition and processing of local resources, with a focus on sectors such as forest produce and food processing in regions including Bastar and Sarguja.

State Seeks Greater Value Addition

The Industrial Development Policy 2024-30 is aimed at encouraging manufacturing and value addition within Chhattisgarh rather than limiting the state’s industrial role to extraction and primary processing.

“Chhattisgarh is a state rich in natural and mineral resources. Our goal is not merely to produce these resources but to maximize their value addition right here within the state. Through our new industrial policy, we are promoting investment in future-oriented sectors such as electronics, semiconductors, AI, pharmaceuticals, engineering, and green steel,” Chief Minister Vishnu Deo Sai said.

The state has positioned its existing mineral resources, energy availability and industrial infrastructure as the foundation for attracting higher-value manufacturing projects.
