Chhattisgarh Launches PARAS Portal for Real-Time Monitoring of Governance and Public Services

Raipur: The Chhattisgarh government has launched the Project Assessment, Review and Analysis System (PARAS) portal to monitor the implementation of government schemes and public service delivery in real time. Chairing the first state-level review through the new platform, Chief Minister Vishnu Deo Sai said negligence and administrative delays in implementing welfare schemes would not be tolerated.

He announced that a state-level review meeting will be held on the last Tuesday of every month through the PARAS portal to assess the progress of key government programmes across the state.

Monthly Reviews to Improve Accountability

The Chief Minister said the portal will strengthen transparency, accountability and time-bound delivery of public services.

Reviewing the Revenue Department’s performance, he expressed concern over the large number of pending land demarcation cases despite official orders. He directed all District Collectors to regularly monitor such cases, ensure timely disposal and fix responsibility for delays.

Focus on Agriculture and Public Services

Reviewing the AgriStack initiative, CM Sai instructed district administrations to ensure 100% registration of all eligible farmers through special drives.

He also reviewed the performance of the CM Helpline 1076, which has received over 1.10 lakh complaints, of which more than 65,000 have been resolved, with a 55.29% citizen satisfaction rate. Departments such as Power, Revenue, and Panchayat & Rural Development have been asked to prepare targeted action plans to reduce complaints.

Digital Governance and Rural Connectivity

The Chief Minister directed officials to expand the Seva Setu portal, which currently offers 721 notified services across 27 departments, by integrating all remaining public services into the digital platform.

He also asked authorities to increase public awareness through Gram Panchayats, Common Service Centres (CSCs) and Atal Seva Kendras, enabling citizens to access government services closer to home.

The review also covered the installation of 476 mobile towers under the Centre’s Digital Bharat Nidhi initiative to improve connectivity in remote and forest areas.

Education and Rural Development Prioritised

The government also reviewed progress under the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) and directed faster approval of infrastructure projects in every Gram Panchayat.

Officials were instructed to ensure the timely distribution of free textbooks, school uniforms, Saraswati bicycles and PM POSHAN meals. The Chief Minister also called for the development of kitchen gardens and plantation of nutritious saplings in schools to improve student nutrition.

The initiative is expected to improve transparency, strengthen accountability and ensure that welfare benefits reach citizens efficiently.
