New Delhi: CDS Raja Subramani is set to present India’s long-awaited Integrated Theatre Command proposal to Defence Minister Rajnath Singh later this month. The presentation is expected to seek approval for sending the plan to the Cabinet Committee on Security (CCS), chaired by Prime Minister Narendra Modi. The move could become one of the biggest military reforms in India’s history by creating a more integrated command structure for the Army, Navy, and Air Force.
What Is the Theatre Command Plan
Chief of Defence Staff (CDS) General N. S. Raja Subramani is preparing to submit the final theatre command proposal after detailed discussions with senior military leaders and the Ministry of Defence. If Defence Minister Rajnath Singh approves the proposal, it will be sent to the Cabinet Committee on Security (CCS) for final approval. The reform process has been under discussion since 2022.

What Are Integrated Theatre Commands
Integrated Theatre Commands are designed to bring the Army, Navy, and Air Force under a single operational commander for a specific geographical area. Instead of each service operating separately, they will work together during military operations, allowing faster decisions, better coordination, and efficient use of military resources.
Details of Theatre Command Plan
According to the proposal, India plans to create three major theatre commands:
- Northern Theatre Command – Focused on the China border.
- Western Theatre Command – Focused on Pakistan.
- Maritime Theatre Command – Responsible for maritime security, including the Andaman and Nicobar region.
Four-Star Leadership Structure
The proposal also includes creating four new four-star appointments, including the Vice Chief of Defence Staff. Each theatre command will be headed by a four-star officer, giving the commanders authority equal to the current service chiefs during operations.
How Will the Theatre Command Plan Work
Under the new military structure:
- Theatre commanders will lead combat operations.
- Army, Navy, and Air Force chiefs will mainly focus on raising, training, and maintaining their respective forces.
- Theatre commanders will report directly to the Defence Minister during wartime through the approved command structure.
Why Is This Reform Important
The Integrated Theatre Command system aims to improve coordination among India’s three armed services. Military experts believe it will reduce duplication, improve joint planning, speed up decision-making, and strengthen India’s preparedness for future conflicts involving multiple fronts.
Theatre Command Plan: Challenges Before Approval
Although the proposal has broad political support, some concerns remain. The Indian Air Force has earlier expressed caution over dividing limited air assets across multiple commands. There are also discussions about the balance of authority between theatre commanders and the service chiefs.
