Project Seabird Phase IIA: Vice Admiral Sanjay Vatsayan Inaugurates New Facilities

Vice Admiral Sanjay Vatsayan inaugurated the new infrastructure at Naval Base Karwar on October 15, 2026. Vice Admiral Vivek Dahiya, Director General Seabird, and other senior naval officers attended the event.

The inauguration marks another step in the development of Project Seabird Phase IIA. The project is designed to improve living conditions, healthcare facilities and essential services at the expanding naval base.

300 Residential Units For Naval Defence Civilians

The newly inaugurated residential facilities include five towers with a total of 300 dwelling units for naval defence civilians and personnel associated with the Station Health Organisation.

These homes are intended to support the accommodation needs of people working at the naval base. Better residential facilities can help improve the living conditions of defence personnel and their families.

INHS Patanjali Hospital To Expand To 409 Beds

The inauguration also included the Station Health Organisation complex, which forms part of the expansion of the existing INHS Patanjali hospital.

After the planned augmentation, the hospital will have a capacity of 409 beds. The expansion is intended to strengthen healthcare infrastructure for personnel and other eligible beneficiaries served by the naval establishment.

Project Seabird Phase IIA: New Water Reservoir And Sewage Treatment Plant

The residential and hospital facilities are supported by a two-lakh-litre hilltop water reservoir and a Sewage Treatment Plant (STP). These facilities are important for providing essential services to a growing naval community. The sewage treatment infrastructure will also support wastewater management at the base.

Project Seabird Phase IIA: Better Roads And Solid Waste Management

The growing size of Naval Base Karwar has increased the need for improved roads, access facilities and environmental management.

To address these needs, the Navy inaugurated an integrated Solid Waste Management Facility and an access gate with bridge infrastructure.

The road infrastructure is designed to support four-lane vehicular traffic, with dedicated pathways for pedestrians and cyclists. These facilities are expected to improve movement and access within the naval base.

What Is Project Seabird Phase IIA

Project Seabird is a major Indian Navy infrastructure development programme at Karwar, Karnataka. Its Phase IIA includes facilities to support naval ships, submarines, aircraft and the personnel who operate and maintain them.

The wider project includes the development of a dual-use Naval Air Station, a full-fledged Naval Dockyard and logistics facilities for ships and aircraft. These facilities are intended to strengthen the naval base’s ability to support maritime operations and accommodate additional naval assets.

How Project Seabird Can Benefit Karnataka

The naval base is expected to accommodate approximately 10,000 uniformed and civilian personnel, along with their families.

The expansion could support the local economy by increasing demand for housing, transport, services and other businesses. It is also expected to create direct and indirect employment opportunities in the Uttara Kannada region. Tourism and local industries may also benefit from the additional economic activity generated by the growing naval establishment.

Focus On Environmental Standards And Aatmanirbhar Bharat

Project Seabird’s infrastructure development is designed to follow applicable standards of the Ministry of Environment, Forest and Climate Change and the Indian Green Building Council. The project aims to achieve an IGBC Gold rating after completion, reflecting its stated focus on green building practices.

It also supports the Aatmanirbhar Bharat initiative, with more than 90% of materials and equipment sourced domestically, according to the Ministry of Defence. Domestic sourcing can support Indian manufacturers and reduce dependence on imported supplies.

Why Project Seabird Is Important For The Indian Navy

Naval Base Karwar is being developed to provide facilities for naval ships, submarines, aircraft and supporting personnel. Modern accommodation, healthcare, utilities and transport infrastructure are important parts of this development.

The latest inauguration under Phase IIA strengthens the base’s support facilities. Together with the wider dockyard, air station and logistics infrastructure, these developments are intended to improve the base’s long-term operational support and living conditions.
