Major IPS Reshuffle Likely in Delhi After Anurag Kumar Becomes Police Commissioner; Robin Hibu, Rajesh Khurana Among Officers Who May Move

Following the appointment of Anurag Kumar as Delhi Police Commissioner, a major reshuffle of senior AGMUT cadre IPS officers is likely, with Robin Hibu, Rajesh Khurana and Neeraj Thakur among those expected to be assigned new responsibilities.

New Delhi: Days after the appointment of Anurag Kumar (IPS:1994:AGMUT) as the Commissioner of Delhi Police, a significant reshuffle of senior IPS officers across the AGMUT cadre appears to be on the horizon. With strengthening law and order believed to be one of the key reasons behind Kumar’s elevation, the administrative changes are expected to extend well beyond the Commissioner’s office, potentially altering the leadership structure of the Delhi Police and several Union Territories.

According to sources, several senior officers holding crucial positions in Delhi Police may soon be shifted to other assignments within the AGMUT cadre, while officers currently serving in Goa and Puducherry could return to the national capital.

Law and Order Apparatus May Undergo Major Changes

The anticipated reshuffle is being viewed as part of a broader exercise aimed at reorganising the law and order machinery following Anurag Kumar’s appointment. The changes are expected to affect some of the most senior IPS officers currently serving in Delhi Police.

Sources indicate that while the reshuffle is primarily linked to administrative requirements and seniority considerations, it may also help streamline command responsibilities within the force.

Robin Hibu May Be Shifted to Civil Defence and Home Guards

Among the senior-most officers likely to be reassigned is Robin Hibu (IPS:1993:AGMUT).

Currently serving in Delhi Police, Hibu is expected to be moved to the Civil Defence and Home Guards department. Hibu is one of the most recognised IPS officers of the AGMUT cadre and has served in several important policing and administrative roles over the years.

Rajesh Khurana May Become Goa DGP

Another major change under consideration involves Special Commissioner of Police Rajesh Khurana (IPS:1994:AGMUT).

Sources suggest Khurana is likely to be appointed as the Director General of Police (DGP), Goa. If the proposal is approved, the present Goa DGP is expected to be recalled to Delhi as part of the larger administrative exercise.

The move would place one of Delhi Police’s experienced officers at the helm of Goa Police while simultaneously creating space for fresh leadership in the national capital.

Neeraj Thakur Likely to Head Puducherry Police

Special Commissioner of Police (Law & Order) Neeraj Thakur (IPS:1994:AGMUT) is also reportedly among the officers expected to be shifted.

Sources indicate that Thakur may be appointed as the Director General of Police, Puducherry. The move is believed to be influenced by inter-se seniority considerations following Anurag Kumar’s appointment as Delhi Police Commissioner.

If the proposal goes through, the incumbent Puducherry DGP Shalini Singh (IPS:1996:AGMUT) is expected to return to Delhi Police.

Anand Mohan Likely to Continue in Prisons

Unlike some of his colleagues, Anand Mohan (IPS:1994:AGMUT) is unlikely to witness any immediate change in responsibilities.

He is currently overseeing the Prisons department and is expected to continue in the same assignment for the time being.

Garima Bhatnagar Expected to Continue in Delhi

Another senior officer whose posting has attracted attention is Garima Bhatnagar (IPS:1994:AGMUT), currently serving as Special Commissioner of Police, Economic Offences Wing (EOW).

Although she is considered junior to Commissioner Anurag Kumar in inter-se seniority among the 1994-batch AGMUT officers, sources indicate that she is expected to remain in Delhi, at least for now.

Her continuation would ensure stability in the Economic Offences Wing, which handles several high-profile financial crime investigations.

Reshuffle Aimed at Administrative Realignment

The expected transfers reflect a broader administrative realignment within the AGMUT cadre, where senior officers frequently move between Delhi and Union Territories such as Goa, Puducherry, Arunachal Pradesh, Mizoram and Andaman & Nicobar Islands.

While no official orders have been issued yet, the proposed changes suggest a comprehensive restructuring of senior leadership following Anurag Kumar’s appointment as Delhi Police Commissioner.

If implemented, the reshuffle would impact several of the force’s top officers and could redefine the command structure of Delhi Police as well as policing leadership in Goa and Puducherry.
