Delhi PWD Gets Independent Engineering Cadre After Centre Clears 3,214 Posts

The Centre has approved a separate Delhi PWD engineering cadre with 3,214 posts across 36 categories, aimed at strengthening infrastructure delivery and administrative accountability.

New Delhi: The Centre has approved the creation of a separate engineering cadre for the Delhi Public Works Department (PWD), bringing 3,214 sanctioned engineering posts across 36 categories under an independent Delhi PWD Engineering Cadre.

The decision gives the Delhi government greater control over its engineering workforce and is expected to help speed up public works, fill vacancies and strengthen accountability in the execution and monitoring of infrastructure projects.

Delhi Chief Minister Rekha Gupta welcomed the approval, describing it as a long-pending administrative reform. She said the separate cadre would allow the government to align its engineering workforce more closely with Delhi’s development requirements.

What changes with the new cadre?

  • 3,214 sanctioned engineering posts will be separated from the Central Public Works Department (CPWD) cadre.
  • The posts cover 36 engineering categories.
  • Delhi PWD will operate these posts under an independent engineering cadre.
  • The arrangement is expected to reduce the department’s dependence on the CPWD cadre for engineering personnel.
  • The Delhi government will have greater control over filling vacancies and monitoring engineering officials.
  • The move is intended to improve accountability in public works and project execution.

Why was a separate cadre needed?

Until now, Delhi PWD did not have an independent engineering cadre, with its engineering wing largely dependent on personnel under the CPWD cadre. Appointments to the sanctioned posts were handled through the Central government’s system.

According to the Delhi government, this arrangement could make it difficult to take decisions quickly according to Delhi’s specific administrative and infrastructure requirements. The capital requires continuous construction and maintenance of roads, bridges, government buildings and other public infrastructure.

The proposal had been pending for nearly three decades. The Delhi Cabinet had approved the creation of a separate PWD engineering cadre in September 2025, and the Centre’s latest approval clears the way for its implementation.

Focus on faster infrastructure work

The Delhi government said the independent cadre will make it easier to ensure the availability of engineers, fill vacant positions and monitor ongoing projects.

The reform comes as Delhi prepares for several infrastructure and construction projects, including a new Secretariat, mini-secretariats in all 11 districts, mandis, sports facilities and other public infrastructure.

Gupta said the new arrangement would also make it easier to fix responsibility when deficiencies or irregularities are found in public works, as the performance and responsibilities of engineering officials can be monitored more directly within the Delhi government’s administrative structure.

Long-pending administrative reform

The Centre’s approval marks the culmination of a reform that Delhi had been seeking for years. With the 3,214 posts now set to operate under a dedicated Delhi PWD cadre, the government expects greater administrative control, continuity in project execution and clearer accountability in the capital’s public works system.
