New Delhi: Chief Minister Rekha Gupta has announced that the Delhi government is preparing a draft of the Delhi Semiconductor Policy to establish the national capital as a major hub for semiconductor design, research, and allied activities.
The move aims to strengthen Delhi’s position in the high-value technology sector and align it with India’s broader vision of self-reliance in advanced manufacturing.
Focus on Semiconductor Design, R&D and Innovation Ecosystem
According to the statement issued by the Chief Minister’s office, the policy recognizes semiconductors as a key pillar of the global economy, national security, and technological sovereignty.
The proposed framework will focus on:
- Semiconductor design and intellectual property development
- Research, development, and innovation
- Advanced packaging, testing, and assembly (ATMP & OSAT)
- Support for startups and industrial ecosystem growth
Boost for High-Skilled Jobs and Talent Development
CM Rekha Gupta said the policy is expected to generate high-quality employment opportunities in areas such as chip design, semiconductor research, and advanced packaging.
She added that the initiative will help:
- Attract skilled professionals
- Strengthen industry-academia collaboration
- Promote internships and training programs
- Build a strong talent pipeline for the sector
Incentives to Attract Global and Domestic Investment
The policy proposes both financial and non-financial incentives to encourage investment in the semiconductor sector. These include:
- Capital subsidies
- Infrastructure support
- Reduced operational costs
- Ease of doing business measures
The government also plans to align the policy with national initiatives like the India Semiconductor Mission to boost investor confidence.
Delhi Positioned for High-Tech Industrial Growth
Officials said the policy will help attract fabless semiconductor companies, startups, and global players in ATMP and OSAT segments. It is also expected to strengthen supporting industries linked to semiconductor manufacturing.
The government believes this initiative will position Delhi as a knowledge and innovation hub in the global semiconductor value chain.
Step Towards ‘Atmanirbhar Bharat’ Vision
CM Gupta stated that the Delhi Semiconductor Policy is aligned with the vision of Narendra Modi for Atmanirbhar Bharat, ensuring active participation of Delhi in India’s growing semiconductor ecosystem.
The policy is expected to mark a major step toward transforming the capital into a future-ready technology and innovation hub.
