UP IAS Divya Mittal Resignation: Formalities Underway, ‘No Dues’ Sought From 10 Locations

The resignation file of the 2013-batch Uttar Pradesh cadre officer is currently undergoing administrative scrutiny, with clearances being collected from departments and districts where she served during her career.

Lucknow/New Delhi: The resignation process of 2013-batch Uttar Pradesh cadre IAS officer Divya Mittal has moved into the formal administrative stage, with the state government seeking ‘No Dues’ certificates and relevant records from around 10 offices and districts associated with her past and present postings.

The clearances are required before further action can be taken on her resignation request from the Indian Administrative Service. Letters have been issued to the concerned authorities directing them to furnish the necessary records and certificates.

The latest development comes after Divya Mittal announced through social media on Sunday that she had requested to resign from the IAS. Her proposed resignation has since attracted considerable attention.

Government Seeks ‘No Dues’ From Previous Postings

As part of the formal process, the Uttar Pradesh government has initiated verification of the officer’s service-related dues and records from her various places of posting.

A letter was issued to the concerned officials on August 31 by Vijay Kumar, Special Secretary, Appointment Section-1.

The communication states that Divya Mittal, an IAS officer of the 2013 batch, has requested resignation from the Indian Administrative Service and that ‘No Dues’ certificates relating to her different tenures are required for processing her request.

Around 10 offices and districts have been asked to provide the relevant certificates and records.

The resignation file will move forward once the required clearances are received from the respective authorities.

Divya Mittal Served in Several Key Administrative Posts

During her IAS career, Divya Mittal has held several important assignments in Uttar Pradesh.

She served as Joint Magistrate, Meerut, before subsequently being posted as Chief Development Officer (CDO), Gautam Buddha Nagar.

She later served as Joint Managing Director of the Uttar Pradesh State Industrial Development Authority (UPSIDA) in Kanpur Nagar.

Mittal was also appointed Vice-Chairman of the Bareilly Development Authority, giving her responsibility for urban development and planning-related matters in the Bareilly region.

She subsequently served as District Magistrate of Sant Kabir Nagar and District Magistrate of Mirzapur.

She also held the responsibility of Chief Executive Officer, Uttar Pradesh Rural Road Development Agency.

The government is now seeking clearances from the offices and departments connected with these assignments as part of the resignation procedure.

Served as Deoria DM for Nearly Two Years

One of Divya Mittal’s more recent major field assignments was as District Magistrate of Deoria.

She was appointed Deoria DM in July 2024 and remained in charge of the district until May 5, 2026, serving in the position for nearly two years.

After being moved from Deoria, she was transferred to the state administration and took charge as Special Secretary in the Revenue Department on May 6, 2026.

Her current service records and those relating to her earlier assignments are now part of the administrative verification being undertaken before her resignation request can be processed further.

Letters Sent to Revenue Department, Rural Roads Agency and BDA

Among the authorities approached for the required clearances are the Principal Secretary, Revenue Department, the CEO of the Uttar Pradesh Rural Road Development Agency, and the Vice-Chairman of the Bareilly Development Authority.

Other concerned district and departmental authorities linked to her previous postings have also been asked to submit the relevant records and ‘No Dues’ certificates.

The exercise is a formal administrative requirement and is intended to establish that there are no outstanding government dues or unresolved service-related financial matters connected with the officer’s various postings.

Resignation Yet to Receive Final Approval

The initiation of the ‘No Dues’ exercise does not mean that Divya Mittal’s resignation has already been accepted.

At present, the resignation request is undergoing the required administrative formalities.

The government will take further action on the resignation file after receiving the necessary certificates and reports from the departments and districts concerned.

Thus, the process is currently at a formal clearance stage, with the file awaiting responses from multiple authorities.

Divya Mittal Announced Resignation Request on Social Media

Divya Mittal had publicly announced her decision to seek resignation from the IAS through social media on Sunday.

The announcement generated significant discussion, particularly given her profile as a 2013-batch IAS officer who has served in several prominent administrative positions in Uttar Pradesh.

Her resignation request has now entered the official administrative process, with the government undertaking verification of her service record and seeking ‘No Dues’ certificates from the locations and departments where she has served.

The next step will depend on the receipt of these clearances and the subsequent examination of the resignation file at the administrative level.
