A new book authored by 1991 batch senior IAS officer of Kerala cadre and noted anti-corruption crusader Dr. Raju Narayana Swamy is gaining widespread attention for its in-depth exploration of Geographical Indications (GI) and their role in strengthening social capital and empowering producers. Released at a function in New York by Binaya Srikanta Pradhan, Consul General of India, the book examines the international GI framework, legal regimes, global case studies and trans-border GI systems.
The publication marks the 36th book written by Dr. Swamy, who is widely known for his contributions to governance, intellectual property law, literature and public administration.
Focus on Producer-Driven GI Framework
The central theme of the book revolves around the idea that Geographical Indications should foster social capital and economic empowerment at the grassroots level. Dr. Swamy argues for a shift from a “state-driven, trader-centric” approach towards a “producer-driven, bottom-up” process that directly benefits local communities and traditional producers.
The book provides a detailed analysis of international legal mechanisms governing GI protection and includes case studies from different parts of the world. It also highlights the growing importance of trans-border GIs in the modern global economy.
Book Released in New York
The book was officially released in New York during a special function attended by dignitaries and members of the Indian community. Binaya Srikanta Pradhan, Consul General of India, formally released the publication, underscoring the global relevance of the subject matter.
The release has generated interest among policymakers, legal scholars and intellectual property experts due to the increasing importance of Geographical Indications in international trade and cultural preservation.
Acclaimed Author and Award-Winning Writer
Dr. Raju Narayana Swamy is not only an accomplished civil servant but also a celebrated author. His earlier literary works have received significant recognition.
His travelogue, “Shantimanthram Muzhangunna Thazhvarayil,” won the prestigious Sahitya Akademi Award, while “Neelakkurinji: Oru Vyazhavattathile Vasantham” earned the State Award for Children’s Literature.
With the latest publication, Dr. Swamy further strengthens his reputation as a prolific writer who combines academic depth with administrative experience.
Distinguished Career in Public Service
Dr. Swamy recently made headlines for performing a record 38 assignments as Central Observer for the Election Commission of India, including serving as an International Observer during the 2018 Zimbabwe Elections.
Known as Kerala’s “anti-corruption crusader” and a firebrand officer, he has built a reputation for integrity, transparency and administrative innovation throughout his career.
He has also played an important role in implementing policies related to rural development, education and healthcare, while promoting citizen engagement and technology-driven governance.
Recognition in Intellectual Property and Governance
In 2021, Dr. Swamy was awarded the prestigious Leonardo da Vinci Fellowship instituted by the Center for Intellectual Property and Innovation Policy at George Mason University for his scholarship in intellectual property law.
He also received the 2018 Satyendra K. Dubey Memorial Award from IIT Kanpur for his fight against corruption.
Additionally, he was selected for the renowned Homi Bhabha Fellowship in cyber law, joining the ranks of distinguished scholars and intellectuals.
Exceptional Academic Background
Dr. Raju Narayana Swamy is the All India First Rank holder of the 1991 IAS batch. He completed his B.Tech in Computer Science and Engineering from Indian Institute of Technology Madras and later earned a PhD in Law from Gujarat National Law University.
He also holds a postgraduate diploma from National Law School of India University and an LLM from National Law University Delhi, securing gold medals in both programmes.
