Hyderabad: The Enforcement Directorate (ED) has summoned senior IAS officer D. Amoy Kumar (IAS:2013:TG) in connection with an alleged land transaction case in Hyderabad and directed him to appear before the agency on May 25, 2026.
According to sources, the ED has also summoned the then Joint Collector and a Sub-Registrar linked to the matter as part of its ongoing investigation into alleged irregularities in land transactions and property registrations.
Separate ECIR Registered by ED
Officials said the latest summons pertains to a separate Enforcement Case Information Report (ECIR) being investigated by the agency. The probe reportedly focuses on alleged irregularities involving land transactions, mutations and registration processes during Kumar’s tenure in the revenue administration.
This is not the first time the Telangana cadre IAS officer has been questioned by the ED. Earlier, he was also summoned in connection with the controversial Bhoodan land case.
Sources said Kumar had previously been questioned for nearly seven hours by the central agency regarding a land dispute linked to Maheswaram in Rangareddy district.
The ED has now summoned him again as the recording of his statement reportedly remained incomplete during the earlier round of questioning.
Dharani Portal and 22-A Land List Under Scanner
According to agency sources, the ED investigation originates from an FIR registered by the Maheswaram police in 2023.
Though D. Amoy Kumar has not been named as an accused so far, officials said his role in certain administrative decisions is under examination.
During questioning, investigators reportedly sought details regarding the functioning and use of the Dharani integrated land records portal, property registrations under prohibited categories and the alleged removal of lands from the 22-A prohibitory list.
The 22-A list includes categories of land where registration or transfer is restricted under government rules.
The ED is reportedly examining whether any illegal financial gains, procedural violations or manipulation in land categorisation took place during the relevant period.
Senior Telangana IAS Officer
D. Amoy Kumar is a 2013-batch IAS officer of the Telangana cadre who entered the Indian Administrative Service through promotion from the State Civil Service (SCS).
Born on November 17, 1981, he has held several key administrative and land revenue-related assignments across Telangana during his career spanning over 13 years in public service.
He has served as District Collector and Magistrate in multiple districts, including Rangareddy, Medchal-Malkajgiri, Jayashankar Bhupalpally and Suryapet.
At present, he is serving as Joint Secretary to the Government in the Animal Husbandry, Dairy Development and Fisheries Department of Telangana.
Previous Legal Scrutiny
In recent years, some decisions taken during his tenure as Rangareddy District Collector came under legal scrutiny in connection with land allotment and ownership disputes.
The Telangana High Court had earlier set aside certain land-related orders involving approximately 52 acres of land in Guttalabegumpet that had been declared private property during his tenure.
Federal agencies are now examining multiple land-related matters linked to alleged property mutations, prohibitory land classifications and transactions processed through the Dharani portal during the previous BRS government period.
Investigation Continues
Officials indicated that the ED is continuing to examine documents, property records and statements linked to the case. Further questioning of revenue officials and associated individuals may also take place in the coming days as the probe progresses.
