The Department of Social Justice and Empowerment is ramping up its efforts to combat drug addiction by providing financial assistance for the establishment, operation, and maintenance of de-addiction centres across the country. These centres offer rehabilitation and counselling services to individuals affected by drug addiction, including children, under the National Action Plan for Drug Demand Reduction (NAPDDR).
In a written reply to a question in the Rajya Sabha, Union Minister of State for Social Justice and Empowerment, Shri B.L. Verma, shared details of the state-wise and district-wise de-addiction and counselling centres supported by the department.
Community-Based Intervention for Adolescents
To prevent early drug use among adolescents, the government is also funding Community-Based Peer-Led Intervention (CPLI) centres. These centres focus on at-risk children and students, raising awareness about the dangers of drugs and equipping them with life skills.
‘Navchetna’ Teacher Training Modules
As part of its proactive approach, the department has developed ‘Navchetna’ (A New Consciousness on Life Skills and Drug Education for School Children) training modules for teachers. These modules aim to educate students about the risks of drug abuse while fostering essential life skills.
Ensuring Quality & Transparency in Services
To maintain the effectiveness of these initiatives, the government has implemented stringent monitoring measures:
Mandatory NGO Registration: All NGOs seeking grants must be registered on the DARPAN Portal of NITI Aayog.
Online Fund Disbursement: Grants are released only through the e-Anudaan portal after verification of financial records.
Project Monitoring Unit (PMU): Regular surprise inspections ensure that centres maintain service quality.
CCTV Installation: De-addiction centres are required to have CCTV surveillance for better oversight.
Financial Accountability: NGOs must be registered on the Public Financial Management System (PFMS) and implement the Expenditure Advance Transfer (EAT) Module for greater transparency.
