Gujarat Launches ₹359 Crore Master Plan to Transform UNESCO Heritage Site Champaner-Pavagadh

The four-phase redevelopment project will upgrade Mahakali Temple facilities, improve tourist infrastructure, enhance connectivity, and preserve the heritage value of Champaner-Pavagadh in Gujarat.

Gandhinagar: The Gujarat government is implementing a ₹359 crore master plan to enhance infrastructure and improve facilities for pilgrims and tourists at the Champaner-Pavagadh Archaeological Park, a UNESCO World Heritage Site.

The redevelopment programme focuses on improving visitor amenities, transportation facilities, and heritage conservation around one of Gujarat’s most important religious and cultural destinations — the Mahakali Temple at Pavagadh and the historic Champaner Archaeological Park.

The project is being carried out under the leadership of Chief Minister Bhupendra Patel and guidance of Deputy Chief Minister Harsh Sanghavi, with the objective of developing modern facilities while preserving the heritage value of the site.

Four-Phase ₹359 Crore Development Plan for Pavagadh

According to officials, the Gujarat government has prepared a four-phase master plan with an estimated investment of ₹359 crore for the overall development of the Pavagadh pilgrimage area.

The first two phases of the project have already been completed with an investment of around ₹121 crore through the Gujarat Pavitra Yatradham Vikas Board.

The completed works focused on expanding the temple area and improving facilities for devotees visiting the shrine.

The remaining third and fourth phases will involve an additional investment of ₹238 crore to further strengthen infrastructure around the heritage site.

Mahakali Temple Complex Expanded with Better Facilities

As part of the initial development phases, the Mahakali Temple complex has been significantly expanded.

The temple area has been increased from 545 square metres to nearly 2,980 square metres across three levels.

Additional facilities developed for pilgrims include:

  • Improved electricity arrangements along the temple route
  • Public address system installation
  • CCTV surveillance facilities
  • Better visitor management infrastructure

These improvements aim to provide a safer and more convenient experience for devotees.

3.01 Km Pathway Developed for Pilgrims

To improve access to the temple, the government has developed a 3.01 km long pathway for pilgrims.

The route includes:

  • A connection between Machi Chowk and Mahakali Temple
  • Around 2,374 steps leading to the temple

The improved pathway is expected to make pilgrimage movement smoother and enhance accessibility for visitors.

Phase 3 Development to Boost Connectivity and Tourism Infrastructure

The upcoming phases of the project will focus on expanding infrastructure around Champaner and Pavagadh.

Under Phase 3A, a multi-level parking facility at Machi Chowk has already been completed at a cost of ₹13.68 crore.

The larger Phase 3B project, with a budget of ₹135.19 crore, will include:

  • Development of internal and external roads in Champaner
  • Pedestrian pathways
  • Improved electrical infrastructure
  • Landscaping works
  • Parking facilities for more than 600 two-wheelers and four-wheelers
  • Bus infrastructure development

These projects aim to improve traffic management and provide better facilities for tourists and pilgrims.

Vada Talav Area to Be Redeveloped as Tourist Attraction

The Gujarat government is also planning redevelopment of the Vada Talav area to create a more attractive tourism destination.

The proposed development will include:

  • Landscaped gardens
  • Ghats
  • Water jetty
  • Footbridges
  • Theme park
  • Children’s play area
  • Activity zones
  • Bird-watching tower
  • Craft stalls
  • Parking facility for around 500 cars

The redevelopment is expected to enhance the overall visitor experience while promoting local tourism and cultural activities.

Focus on Heritage Conservation Along With Modern Development

The Gujarat government said the Pavagadh development project reflects the vision of “Vikas Bhi, Virasat Bhi” (Development Along With Heritage) promoted by Prime Minister Narendra Modi.

The project aims to create world-class facilities at the pilgrimage destination while ensuring the protection and preservation of its historical and cultural significance.

With improved connectivity, modern amenities, and heritage conservation measures, the Champaner-Pavagadh redevelopment project is expected to strengthen Gujarat’s position as a major religious and tourism destination.
