Who Is H. Gyan Prakash? Senior IAS Officer Appointed Chairman of Manipur Public Service Commission

IAS officer Prakash (2003 batch) has been appointed Chairman of the Manipur Public Service Commission under Article 316 of the Constitution. He will demit IAS service upon assuming office and serve for six years or until attaining 62 years of age.

Imphal: Senior Indian Administrative Service (IAS) officer H. Gyan Prakash (2003:Manipur) has been appointed as the Chairman of the Manipur Public Service Commission (MPSC), the constitutional body responsible for recruitment to the state’s civil services. The appointment has been made under Article 316 of the Constitution of India.

According to the official notification issued on Saturday, Gyan Prakash will hold office for six years from the date he assumes charge or until he attains the age of 62 years, whichever is earlier.

Will Retire from IAS Upon Assuming Constitutional Office

In accordance with Regulation 5 of the Manipur Public Service Commission Regulations, 1972, Gyan Prakash will be deemed to have retired from the Indian Administrative Service from the date he assumes charge as the MPSC Chairman.

Before his appointment to the constitutional post, he was serving as Commissioner and Secretary, Education Department, Government of Manipur, where he played a key role in shaping the state’s education policies and administrative reforms.

A Veteran Administrator with Over Two Decades of Experience

Born on July 29, 1966, H. Gyan Prakash belongs to the 2003 batch of the IAS from the Manipur cadre. He was inducted into the IAS through promotion from the State Civil Service (SCS) and has built an extensive administrative career spanning multiple departments in the state government.

An alumnus of the University of Delhi, he holds a Bachelor of Arts (Honours) in Economics.

Throughout his career, Mr Prakash has held several senior positions in the Manipur government, serving as Commissioner, Commissioner-cum-Secretary, Special Secretary and Additional Secretary across important departments.

Led Key Departments in the State Government

Prior to his elevation as MPSC Chairman, IAS Prakash had been serving as Commissioner & Secretary, Education Department, a post he has held since March 6, 2019.

He has also served as Commissioner-cum-Secretary of the Art & Culture Department, besides discharging responsibilities in various departments at different levels of the state secretariat.

His long administrative experience across governance, education and cultural affairs is expected to contribute significantly to the functioning of the state’s premier recruitment agency.

Role of the Manipur Public Service Commission

The Manipur Public Service Commission (MPSC) is the constitutional authority entrusted with conducting recruitment examinations, selecting candidates for various state civil services and advising the government on matters relating to appointments, promotions and service rules.

As Chairman, Mr Prakash will oversee the Commission’s functioning and play a key role in ensuring transparent, merit-based recruitment to government services in Manipur.

With his appointment under Article 316 of the Constitution, he now transitions from active administrative service to one of the state’s most significant constitutional positions, where he will serve for six years or until attaining the age of 62, whichever comes earlier.
