Haryana Govt Transfers 17 IAS and 7 HCS Officers; Hema Sharma Appointed Karnal Divisional Commissioner

The Govt has reshuffled 24 IAS and HCS officers, assigning new responsibilities across key departments. The orders issued by Chief Secretary Anurag Rastogi on August 7 take immediate effect.

Chandigarh: The Haryana government has ordered a major administrative reshuffle involving 24 IAS and HCS officers, assigning new responsibilities across several key departments and districts.

The Governor has approved the transfers and fresh postings, with the orders issued by Chief Secretary Anurag Rastogi on August 7, 2026. The changes have come into immediate effect.

The reshuffle covers important portfolios including Social Justice and Empowerment, Youth Empowerment and Entrepreneurship, Finance, Medical Education and Research, Information and Public Relations, Mines and Geology, Human Resources, General Administration, Personnel and Vigilance, besides several district-level assignments.

G. Anupama Gets Additional Charge of Youth Empowerment Department

G. Anupama (IAS: 1991), Additional Chief Secretary, Social Justice and Empowerment Department, has been given additional charge as Additional Chief Secretary, Youth Empowerment and Entrepreneurship Department.

With this assignment, Rajeev Ranjan (IAS: 1998) has been relieved of the additional responsibility of the Youth Empowerment and Entrepreneurship Department.

Anupama is among the senior-most officers affected by the latest administrative changes.

C.G. Rajini Kanthan Gets Medical Education and Research

C.G. Rajini Kanthan (IAS: 2004) will continue to handle the Finance Department and has also been appointed Commissioner and Secretary, Medical Education and Research Department.

He takes over the Medical Education and Research charge from Dr. Sumita Misra (IAS: 1990).

The assignment places the officer in charge of another key department while retaining his existing Finance portfolio.

Khetmalis Makarand Pandurang Gets Three Key Responsibilities

One of the significant changes in the reshuffle involves Khetmalis Makarand Pandurang (IAS: 2007).

He has been appointed to multiple important positions, including:

  • Commissioner and Secretary, Information, Public Relations, Languages and Culture Department
  • Commissioner and Secretary, Mines and Geology Department
  • Chief Executive Officer, Panchkula Metropolitan Development Authority

Pandurang takes over responsibilities that were earlier handled by Amit Kumar Agrawal (IAS: 2003) and C.G. Rajini Kanthan (IAS: 2004).

The combination of these assignments gives him charge of information and public relations, mining administration as well as the metropolitan development authority in Panchkula.

Dushmanta Kumar Behera Shifted to Human Resources and GAD

Dushmanta Kumar Behera (IAS: 2007) has been shifted from the Revenue and Disaster Management Department.

He has now been appointed Commissioner and Secretary, Human Resources Department and General Administration Department.

He replaces Phool Chand Meena (IAS: 2004) in these responsibilities.

Rajeev Ratan Moves From Karnal as Divisional Commissioner

Another major change involves Rajeev Ratan (IAS: 2008).

Ratan has been transferred from his post as Divisional Commissioner, Karnal, and appointed to multiple responsibilities, including:

  • Secretary, Personnel, Training and Parliamentary Affairs Department
  • Vigilance Inquiry Officer
  • Director General, Supplies and Disposals

He replaces Pankaj (IAS: 2009) in the concerned responsibilities.

Following Ratan’s transfer, Hema Sharma (IAS: 2010) has been appointed the new Divisional Commissioner, Karnal.

Several IAS Officers Get Fresh Assignments

The reshuffle also brings significant changes among several mid-career IAS officers.

Dr. Aditya Dahiya (IAS: 2011) has been appointed Director, Information, Public Relations, Languages and Culture Department, along with the responsibilities of Managing Director, Haryana Vidyut Prasaran Nigam Limited (HVPNL) and Managing Director, Haryana Power Generation Corporation Limited (HPGCL).

Dhirendra Khadgata (IAS: 2012) has been appointed Director, Medical Education and Research Department, and Director, State Transport.

Yashendra Singh (IAS: 2011) has been posted as Municipal Commissioner, Faridabad, along with the charge of CEO, Faridabad Smart City Limited.

Pradeep Dahiya (IAS: 2013) has been appointed Municipal Commissioner, Gurugram, as well as District Municipal Commissioner, Gurugram.

Pratima Chaudhary (IAS: 2013) has been given additional charge as Member Secretary, Haryana State Commission for Women, along with the responsibility of Managing Director, Haryana Women Development Corporation.

Younger IAS Officers Also Get New Responsibilities

The latest orders also include postings of younger IAS officers.

Renu Sogan (IAS: 2019) has been posted as Additional Secretary, Public Health Engineering Department.

Samvartak Singh Khangwal (IAS: 2019) has been given additional charge as Director and Additional Secretary, Mines and Geology Department.

Meanwhile, Vivek Arya (IAS: 2021) has been appointed Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Kurukshetra.

Arya will also serve as CEO, Shri Mata Mansa Devi Shrine Board, and CEO, Zila Parishad-cum-DRDA, Panchkula.

He has been assigned these responsibilities against the vacancy created due to the leave of Nisha (IAS: 2021).

HCS Officers Also Part of Major Reshuffle

Alongside the IAS officers, the Haryana government has also transferred and assigned new responsibilities to several Haryana Civil Services (HCS) officers.

The HCS officers affected by the latest orders include:

  • Yogesh Kumar Mehta (HCS: 2004): Secretary, Haryana Traders Welfare Board.
  • Vijender Hooda (HCS: 2013): CEO, Zila Parishad and DRDA, Charkhi Dadri.
  • Virender Chaudhary (HCS: 2013): Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Kurukshetra.
  • Pankaj Kumar (HCS: 2014): CEO, Kurukshetra Development Board.
  • Sachin Gupta (HCS: 2018): Deputy Commissioner, Ambala.
  • Suresh Kumar (HCS: 2019): City Magistrate, Charkhi Dadri.
  • Monika (HCS: 2023): Joint Director, Education Department (Administration and Mid-Day Meal).
  • Manjeet Kumar (HCS: 2023): Estate Officer and Land Acquisition Officer, Rohtak, replacing Shubham (HCS: 2023).

Administrative Reorganisation Across Key Departments

The latest reshuffle brings changes at both the state secretariat and district administration levels.

At the senior level, important departments such as Finance, Medical Education and Research, Human Resources, General Administration, Mines and Geology and Information and Public Relations have seen changes in leadership or additional charge arrangements.

At the district level, the appointments include changes involving Karnal, Faridabad, Gurugram, Kurukshetra, Ambala, Charkhi Dadri and Rohtak.

The government has also placed several officers in positions combining multiple responsibilities, reflecting an effort to streamline administrative arrangements and ensure continuity in departments and institutions.

The orders, issued on August 7, 2026, take immediate effect.
