Indian Masterminds Stories

Chandigarh: In a significant administrative overhaul, the Haryana government late Sunday night issued transfer and posting orders for more than 20 IPS and HPS officers. The reshuffle impacts key policing units across the state, including Gurugram, Hisar, Karnal, Panchkula, and Rewari. Senior IPS officer Sibash Kabiraj has been appointed as the new Commissioner of Police, Gurugram, replacing Vikas Arora.

The move comes at a time when Gurugram is grappling with rising cybercrime cases, traffic congestion, and increasing law-and-order challenges driven by rapid urbanisation.

Sibash Kabiraj Takes Charge as Gurugram CP

Senior IPS officer Sibash Kabiraj (1999 batch) has been appointed as the new Commissioner of Police, Gurugram. He was earlier serving as Commissioner of Police, Panchkula, and was also holding additional responsibilities related to Cyber and SCRB.

IPS Kabiraj replaces Vikas Kumar Arora (1998 batch), who has now been posted as Additional Director General of Police (ADGP), Administration, at Police Headquarters in Panchkula.

Known for his extensive field experience, IPS Kabiraj has served in multiple senior positions across Haryana Police, including intelligence, range-level policing, and specialised units. He is widely regarded for his administrative control and law-and-order expertise in urban policing environments.

Widespread IPS and HPS Transfers Across Haryana

The Home Department order includes large-scale reshuffling across several key policing divisions. Officers have been reassigned to strategic roles in:

  • Gurugram
  • Panchkula
  • Karnal
  • Hisar
  • Rewari
  • State Crime Branch
  • CID and specialised units

The reshuffle is being seen as part of a broader administrative restructuring of the state police leadership.

Major Range-Level Appointments

Karnal Range Gets New IG

  • Ashok Kumar, previously serving in CID as IG, has been appointed IG of Karnal Range.
  • Meanwhile, Dr. Matta Ravi Kiran, earlier ADGP Karnal Range, has been moved to Vigilance and Anti-Corruption Bureau (SV & ACB).

Changes in Hisar and Rewari Ranges

  • Kuldeep Singh has been appointed IG Hisar Range, replacing K.K. Rao
  • K.K. Rao has been posted as ADGP, RTC Bhondsi
  • Omprakash (HAP Madhuban IG) has been given charge of South Range, Rewari
  • Nazneen Bhasin has been assigned additional responsibility at RTC Bhondsi alongside her existing duties

Key Postings in Special Units and Crime Branch

Several critical policing and investigative units also saw reshuffles:

  • Rakesh Kumar Arya → IG, Crime Branch (earlier SCB)
  • Hamid Akhtar (DIG SCB) → DIG, HAP Madhuban
  • Surinder Pal Singh → DIG, CID Haryana
  • Manbir Singh / Rajendra Kumar Meena / Sunil Kumar → Additional DIG charges in HSNCB across Rohtak, Sonipat, and Panchkula

These changes reflect a restructuring of Haryana’s intelligence, narcotics, and crime investigation wings.

Major SP-Level Appointments

Several SP-level officers have been posted to important operational roles:

  • Surinder Singh Bhoria → SP, STF Panchkula (additional charge: SP Commando Karnal)
  • Aditi Singh (IPS 2021) → SP, SV & ACB Gurugram
  • Siddharth Dhanda (HPS) → SP, State Crime Branch Haryana
  • Pooja Dabla (HPS) → SP, ERSS Panchkula

Focus on Gurugram Policing Challenges

The reshuffle comes at a time when Gurugram Police is under pressure due to:

  • Rising cybercrime incidents
  • Traffic congestion issues
  • Law-and-order concerns
  • Rapid urban expansion and corporate influx

The appointment of a senior and experienced officer like Sibash Kabiraj is seen as a strategic move to strengthen policing in the state’s most high-profile urban district.

KK Rao’s Reassignment and Experience Profile

Senior IPS officer K.K. Rao (1995 batch) has been moved to RTC Bhondsi after serving as ADGP Hisar Range. He is known for his extensive experience in crime investigation, district policing, and earlier tenure as Gurugram Police Commissioner, where he contributed to strengthening policing systems.
