Chandigarh: In a rare and remarkable development in the Haryana Police, senior IPS officers Navdeep Singh Virk and Kala Ramachandran have been promoted from the rank of Additional Director General of Police (ADGP) to Director General (DG).
The two 1994-batch officers are a married couple, making them only the second IPS couple in Haryana’s history to simultaneously attain the rank of Director General.
Second IPS Couple in Haryana to Reach DG Rank
The first couple to achieve this distinction in Haryana were P. K. Mehta and Deepa Mehta, both from the 1976 batch.
With this promotion, Navdeep Singh Virk and Kala Ramachandran join a select group of senior officers who have reached the highest ranks in the state police hierarchy.

Promotion Effective Immediately
According to an order issued by Sudhir Rajpal, both officers have been promoted to Level-16 of the Pay Matrix under the IPS (Cadre) Rules, 1954 and the IPS (Pay) Rules, 2016. The promotions took effect immediately.

- Navdeep Singh Virk is scheduled to retire on April 30, 2029.
- Kala Ramachandran is due to retire on July 30, 2029.
Distinguished Careers and National Recognition
Navdeep Singh Virk, a native of Karnal, holds an MBA from Kurukshetra University and has also studied criminology in the United Kingdom. Over more than three decades of service, he has served as SP and SSP in 13 districts and has been recognized for expertise in cybercrime and public administration.
He was awarded the Police Medal in 2011 and the President’s Police Medal in 2021.
Kala Ramachandran, originally from Tamil Nadu, has held several important positions in Haryana Police and is widely respected for her leadership in policing and institutional training.

Navdeep Singh Virk and Kala Ramachandran are a highly distinguished 1994-batch Indian Police Service (IPS) couple of the Haryana cadre, who made history in May 2026 by being jointly promoted to the apex rank of Director General of Police (DGP). Navdeep Singh Virk, who holds a B.Com. and an MBA degree, has served as the District Police Chief across seven different districts, notably working as the Police Commissioner of Gurugram. His career spans robust field policing and central deputation with the Central Bureau of Investigation (CBI), alongside unique administrative assignments as the Principal Secretary for both the Transport and Sports Departments under the Haryana Government. He is currently serving as the ADGP of the Haryana State Enforcement Bureau and Director of Vigilance & Security.
His wife, Kala Ramachandran, originally belonged to the Tamil Nadu cadre before an inter-cadre transfer brought her to Haryana following their marriage. She etched her name in the state’s administrative history by becoming Gurugram’s first-ever woman Police Commissioner in 2022. Ramachandran possesses an elite intelligence background, having spent nearly two decades on central deputation with the Intelligence Bureau (IB) from 2001 to 2020, and leading the North Eastern Police Academy in Meghalaya. Highly versatile, she has broken traditional service boundaries by managing high-profile civilian responsibilities as Principal Secretary of Transport, Heritage, and Tourism, and she currently serves as the Director of the Haryana Police Academy in Madhuban.
